DRAFT TECHNICAL DATA PACKAGE FOR THE AIRCRAFT SAFETY SHOULDER HARNESS (HBU-26/P) DRAFT SOW FOR AIRCRAFT SAFETY SHOULDER HARNESS (HBU-26/P) DRAFT RFP FOR THE AIRCRAFT SAFETY SHOULDER HARNESS (HBU-26/P) This is a notice that the Naval Air Systems Command (NAVAIR) of Patuxent River, MD, seeks questions and comments on a provided draft Request for Proposals (“RFP”) for the Aircraft Safety Shoulder Harness (HBU-26/P) procurement. The Aircraft Safety Shoulder Harness (HBU-26/P) is an integral component of a Navy mobile aircrew restraint system. The Aircraft Safety Shoulder Harness (HBU-26/P) is contemplated to be procured using a firm fixed price, build-to-print contract based on a Navy developed and owned technical data package. The Technical Data Package 3561AS601 is provided with this draft RFP as well as the Statement of Work. A final RFP is intended to be issued for a future competitive source selection for the Aircraft Safety Shoulder Harness (HBU-26/P) procurement. The anticipated issuance of the final RFP is approximately December 2009. The Government requests that companies review this draft RFP and provide comments or questions with the goal of enhancing the final RFP. Companies should send all comments or questions to DEPARTMENT OF THE NAVY, NAVAL AIR SYSTEMS COMMAND, CONTRACTS DEPARTMENT (AIR 2.4), ATTN: Felicia Barnes, 2.4.2.2.2, 47123 Buse Road, Bldg 2272, Room 256, Patuxent River, MD 20670-1127 or email: felicia.barnes@navy.mil (email submittal is preferred). Responses should be submitted no later than 23 November 2009. All correspondence shall reference the synopsis number N00019-09-R-0280 on the e-mail or mailing container and all enclosed documents. Companies should indicate whether or not they are a small, small disadvantaged, 8(a), veteran owned, or large business. This announcement is NOT THE FINAL RFP nor does the Government intend to pay for any information submitted in response to this synopsis. This synopsis does not commit the Government to award a contract. This synopsis is for the enhancement of the final RFP and the final RFP will be synopsized separately.
