Description
The purpose of this Sources Sought Notice (SSN) is to identify small businesses that are qualified to construct a LEED Silver Certified Child Care Center for the National Institute for Standards and Technology (NIST), located in Gaithersburg, Maryland. Based on the information received in response to this SSN, a Solicitation is anticipated for a small business set aside. A Solicitation is not available at this time and this notice is not a Request for Proposal (RFP). As a result of this notice, the Government is not committing to award any contract at any time for the requirements herein. All small business organizations (Small Business, Small Disadvantaged Business, Women Owned Small Business, HUB Zone, and Veteran Owned Small Business and Small Disadvantaged Veteran Owned Small Business) are encouraged to respond to this notice. This requirement will be assigned a NAICS code of 236220 with a small business size standard of $33.5M with a magnitude of construction between $5,000,000.00 and $10,000,000.00. Note: The work specified herein shall be subject to Federal Acquisition Regulations, Clause 52.219-14 Limitations on Subcontracting. This clause requires the prime contractor to perform at least 15% of the labor with its own employees. Background information on the requirement: 1.One story facility that totals in excess of 20,000 SF. 2.External utilities - steam, electric, chilled water, potable water, sewer, and underground structures. 3.Site work to include parking lots, storm water controls, landscaping, and earth grading. 4.Facility designed based upon GSA Design Guide for Child Care Centers. 5.Facility designed to be Leadership in Energy and Environmental Design (LEED) Silver. The Government is looking for Contractors, Sub-Contractors, and/or Key-Personnel with the following experience: 1.Shall have constructed a minimum of one LEED Silver educational, office, or parks and recreation type facility that was 17,000 sq. ft. or greater within the past five (5) years. Interested parties shall submit a LEED certificate from building owner with their response to this SSN. 2.Shall have a current Experience Modification Rating (EMR) of 1.0 or less. Interested parties shall provide proof of their current EMR from the National Council on Compensation Insurance (NCCI) or the corresponding State Agency with their response to this SSN. Interested firms that believe they have the capabilities necessary to accomplish this project should submit three (3) hard copies of their capability statement, including business size and status that addresses the requirements identified above. Please provide proof of LEED certificate and proof of current EMR. Please limit responses to fifteen (15) pages or less with any proprietary information marked as such. References shall include company name, point of contact, telephone number, FAX number, and e-mail address. No collect calls will be accepted. Respondents may submit their capability statements and all other requested information no later than 3:00pm on Friday December 4, 2009 to: Jasmine Ventura, Contract Specialist National Institute of Standards and Technology 100 Bureau Drive, MS1640 Building 301/Room B125 Gaithersburg, MD 20899 No electronic or faxed copies will be accepted. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery. If submittals are hand delivered, delivery shall be made on the actual due date through Gate A, and a 24-hour (excluding weekends and holidays) prior notice shall be made to the Contract Specialist at 301-975-8259. NIST is not responsible for late delivery due to the added security measures. In addition, Respondents who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24-hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual.
