Description
Background: The original natural gas-fired retort system installed at the Battery Recycling Facility (BRF) met the definition of an insignificant activity pursuant to NAC 445B.288(2)(e)(1) and the Nevada Division of Environmental Protection (NDEP) provided a letter indicating that the retort would not need an air permit to operate. The system was modified to improve the capture of mercury and hazardous air pollutants (HAPs) and subsequent testing indicated emissions continued to meet the requirements for an insignificant activity pursuant to NAC 445B.288(4)a. This original retort system was manufactured for the mining industry and modified to meet the mercury recycling needs of the BRF.The new retort system is a state of the art unit designed for the purpose of recycling mercury from a variety of materials and should result in lower emissions than the original system. Objective: To address the regulatory compliance requirements prior to operating the new retort at the NUWC Hawthorne Detachment BRF. The NDEP Bureau of Air Pollution Control (BAPC) requires that emissions of HAPS from the retort system must be shown to meet the definition of "insignificant" pursuant to the Nevada Administrative Code (NAC). Additionally, the NDEP Bureau of Waste Management (BWM) requires that the Written Determination be updated.
