Description
RECOVERY--RECOVERY STIMILUS PROJECT# 35227 PROJECT NAME: Repair Building 1542, Chapel 2 TAS: 21352272022: TAS W911SG-10-B-0001 IS REPLACING THE ORIGINAL SOLICITATION NUMBER W911SG-10-R-0003 DUE TO TECHNICAL ISSUES. This project is an American Recovery and Reinvestment Act (ARRA) funded project. The Mission & Installation Contracting Command, Directorate of Contracting, Fort Bliss, Texas intends to issue a solicitation (W911SG-10-B-0001) for a fixed price contract for the restoration and renovation of Chapel 3 to include primary utility upgrades, asbestos abatement, and roof replacement. Work performed for this project will be located on the Fort Bliss Military Reservation, El Paso County, Texas. The applicable North American Industrial Classification System Code (NAICS) code is 236220, Commercial and Institutional Building Construction (Addition, alteration, and renovation general contractors, commercial and institutional building), Remediation Services with a size standard of $33.5 million. This acquisition will be a competitive Total 8(a) set-aside. for Region VI, which includes Texas, New Mexico, Oklahoma, Louisiana, and Arkansas. The competition will be limited to those 8(a) companies located within the Small Business Administration Region VI. The Government anticipates a performance period of less than 90 days from the date Notice to Proceed (NTP) is given. The solicitation will be issued as a request for proposal utilizing FAR Part 14, Sealed Bidding process. The magnitude of this project is expected to between $1,000,000 to 2,000,000. In accordance with FAR Part 36, Construction Contracts, bonding is required in the form of bid guarantee, and payment and performance bonds are required. The Government anticipates release of the solicitation on or about November 13, 2009. The solicitation and all amendments will be issued through the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi and Federal Business Opportunities Website (FedBizOpps) at https://www.fbo.gov/. Offerors are required to check the above websites daily to be notified of any changes to this solicitation. These are projected/tentative dates and are subject to change. Hard/paper copies of the solicitation will not be provided. Interested parties are responsible for monitoring the FedBizOpps website to ensure that they have the most up-to-date information about this acquisition. The closing date and bid opening time will be identified in the solicitation package. The Government is not responsible for any loss of internet connectivity or for an offerors inability to access the documents posted on the reference webpages. For planning purposes, a one-day pre-proposal conference and site visit will be held at Fort Bliss. All potential offorers are put on notice that a pre-bid conference is scheduled for November 20, 2009 at 0900. RSVPs will be required, all offorers should submit their attendees names (limit 2 per firm) to tednette.white@us.army.mil by 1600 MST on November 18, 2009. Offorers are reminded that the vehicle will be searched and base pass will be required. Schedule your time adequately to get on the installation in order to be on time for the pre-bid conference. Interested Offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log into the Online Representations and Certifications Application (ORCA) website. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. Funding is currently available for this acquisition at this time.
