Description
Request for Information (RFI) Modeling and Simulation Capabilities for Capacity Building Training Overview: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) vision is the Center of Acquisition Excellence providing simulation, training, and testing solutions for the Nation. The mission is to provide responsive interoperable simulation, training, and testing solutions and acquisition services for the Warfighters and the Nation. PEO STRI is currently seeking commercially available and/or open-source products or prototypes that can be applied to training Army commanders and staffs in capacity building 'the process of creating an environment that fosters host nation institutional development, community participation, human resources, development, and strengthening managerial systems(1)'. Challenge: Army units require a training capability to prepare corps level and below leaders and staff on capacity building skills. The strategy outlines a capability that integrates gaming and simulation tools, classroom instruction, and training with local governments. The purpose is to prepare Soldiers, leaders and staffs from platoon to corps level to recognize, assess, resource, resolve, and transition to civil authorities the services, infrastructure, facilities, governance, and economic processes that are essential to a functioning and autonomous local governance. It is unlikely that one system can meet all capacity building training requirements; instead a toolkit approach is likely needed. PEO STRI is searching for simulations, tools and components that could contribute to the toolkit with or without modification or integration with other subsystems. Key features of the overall system will be that it "operates on low-cost, common PC-type computers, "operates at home station and deployed, "requires minimal setup and support, "supports single or multiple players, "supports 2-D and 3-D displays, "provides real time after action review, "can run real time and faster than real time, can warp time and can stop and replay time when key thresholds are met, "stimulates the program of record and non-program of record Army command and control systems, "uses geo-typical and geo-specific terrain data bases that are rapidly created and modified, "provides robust 2D and 3D scenario editing capability and provides the ability to modify the scenario during scenario execution supporting observer/controller function such as the ability to emplace IEDs, OPFOR, civilians, vehicles, trash, and barriers, Respond: PEO STRI is issuing this Request for Information for the purpose of gathering Modeling and Simulation (M&S) technology, system design information, and operational and technical characteristics from all M&S commercial and open-source products, prototypes, and research and development activities for M&S capacity building capabilities that either can meet the requirements or some subset of the requirements. The focus is on M&S training; however, information on M&S tools for analysis and experimentation are also solicited. The purpose of this RFI is to enable PEO STRI to identify software and hardware currently available for technical evaluation, to be followed by user operational evaluation.
