- Description
- FOR LACKLAND AFB, San Antonio, Texas: This request for proposal (RFP) is a design-bid-build (DBB), competitive 8(a) contract for construction. This project provides for construction of a single-story Conduct After Capture Training Facility consisting of a reinforced matt foundation with reinforced concrete footings, pre-engineered metal building, masonry walls, and standing seam metal roof system as well as mechanical, electric equipment and communications rooms, fire protection systems, utilities, and parking. This project requires the construction of a outdoor, screened Urban Evasion Training Laboratory consisting of faux buildings, roads, vehicles, and other urban terrain features that replicate a Mideast urban environment. Access for individuals with disabilities will be provided. The magnitude of construction is between $3,000,000 and $5,000,000. The RFP solicitation is anticipated to be issued on or about 27 Nov 2009, and offers will be due on or about 27 Dec 2009. No public bid opening procedures are applicable for this solicitation. A firm-fixed price Competitive 8(a) contract is anticipated to be awarded using Lowest Price Technically Acceptable criteria. Anticipated contract award date on or about 30 Jan 2010. Anticipated project completion date is Jan 2011. This announcement is set aside for 8(a) small businesses only. Projects outside the primary area of responsibility may be added upon approval of all parties and at the option of the Fort Worth District, U.S. Army Corps of Engineers. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the following internet address: https://www.fbo.gov/. The use of the website requires prior registration at www.fbo.gov/. Plans and specifications will not be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the FedBizOpps web site for amendments to the solicitation.
