- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) Upgrade Inverter, fit 2 140kVA gensets to replace the existing 3 50kVA units and upgrade the control system to the latest DSP based control system (Quantity - 1 lot). This requirement is sole sourced to Independent Energy Solutions, Inc., 1090 Joshua Way Suite A, Vista, CA 92081-7800, due to proprietary data of the system. Any firms believing that they can provide this service may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to do so without compromising the quality, accuracy and reliability of the data or without causing programmatic hardship to the program.
