Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The General Services Administration (GSA), Northeast and Caribbean Region is seeking qualified Construction Managers (CM) firms interested in providing pre-construction and construction management services for a new Federal Facility. The CM will provide design phase consultations evaluating costs, schedule, alternative design implications, building systems and construction materials. Award for this procurement will be based on a combination of technical and price factors that provide the best value to the Government. This sources sought is for CM services for a new high-performance green building that will result in the design and construction of a new Federal Building and a new Child Care Center in San Juan, Puerto Rico. The building will be located at 150 Carlos E. Chardon Street which is on an existing 27 acre federal campus located in the Hato Rey area of San Juan. This procurement is for the selection of a qualified CM. The selected CM will provide assistance to the GSA in ensuring that the GSA requirements with regard to scope, schedule, budget, quality and other aspects of the project are met. The CM shall serve as a facilitator and coordinator of the activities of all parties to ensure that the project execution proceeds according to plan and that the construction documents and other requirements are met. The CM shall also serve as the value engineering (VE) consultant. The Estimated Construction Cost Range for this federal building is between $118,000,000 and $120,000,000. The ECC range for the Child Care Center is $8,000,000 to $9,000,000. This new project will make a distinct architectural statement that is responsive to the existing structures on site and provides the Government with a facility that will meet high security requirements and tenant space needs. The new Federal Building and Child Care Center will be energy efficient and will have a LEED rating goal from the U.S. Green Building Council. Additionally the Federal buildings must be high-performance green facilities which harmonize aesthetics and performance; enhance human productivity and creativity and contribute to the cultural and social environment. Funding for the design of this project was requested as part of the American Recovery and Reinvestment Act (ARRA) of 2009. A portion of this funding was used by the General Services Administration to procure the services of an A/E firm to produce a master plan of the site and the design of a Federal parking garage. The Government anticipates the release of a Request for Proposals (RFP’s) for the technical portion of this procurement on or about January 12, 2010. The RFP will be issued on the Internet at: http://www.fedbizopps.gov/. Interested offerors are STRONGLY encouraged to register on this site to receive notifications of actions associated with this solicitation number. Solicitation provisions, required proposal forms, clauses and instructions to offerors will be included with the project documents. A Site Visit / Pre-Proposal Conference will be held for this procurement. The Conference will be held on or about January 26, 2010. The date and time will be posted on the FedBizOp. The purpose of the conference will be to discuss the projects and address any questions or concerns and to provide offerors the opportunity to visit the site. What size and security level? 2.Has your firm worked on a multi story building construction project of $100M or more? 3.Has your firm worked on a high performance green building that has received a LEED rating? 4.Has your firm worked on a project with progressive collapse and/or blast requirements?
