Description
The Indian Health Service (IHS) Division of Acquisition Policy, on behalf of the Division of Diabetes Treatment and Prevention (DDTP), intends to negotiate with The University of Colorado, Health Services Center (UCHSC) from Denver, Colorado on a sole source basis under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to procure a one-year contract with two (2) option years for Coordinating Center Services (CCS). Solicitation will be available on November 27, 2009. Based on research, UCHSC provides all the services required by IHS without additional start-up costs or break of service for start-up time for a new contract. Required Service: The CCS works under the guidance and leadership of the IHS DDTP to manage the day-to-day operations of the Demonstration Projects and provide technical assistance to the grant programs. The CCS serves as the hub of this project with 66 grant programs across the US. It functions as a resource for the sites, providing expertise and guidance thorough a collaborative process. The CCS maintains a communications network with the grantees and DDTP; and securely manages and analyzes data process and outcome measures for quality, quantity, and timeliness. The CCS will design and implement a study to assess the cost of the project. IHS anticipates negotiating and awarding a cost reimbursable type contract. FBO Note 22: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority for FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considereed by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement.
