Description
The Defense Intelligence Agency located at Bolling AFB, Washington DC is seeking sources to support the Defense Intelligence Operations Coordination Center (DIOCC). The DIOCC integrates the functions of DIA's Defense Joint Intelligence Operations Center and US Strategic Command's 8STRATCOM) Joint Functional Component Command for Intelligence, Surveillance and Reconnaissance (JFCC-ISR) into a single organization. The DIOCC was established to strengthen the ability of defense intelligence to synchronize intelligence operations and collection to support the Combatant Commands (COCOMs). The DIOCC supports the STRATCOM global ISR mission, develops strategies and plans, and integrates national and international partner capabilities. The DIOCC Assessments Division supports the COCOMs in assessing the effectiveness of ISR support against operational objectives and serves as the advocate for COCOM ISR requirements. The operational demand for intelligence Surveillance and Reconnaissance (ISR) resources has far outpaced supply. To determine and optimal mix of ISR resources and capabilities under various threat scenarios, sources are being sought to assist the government in developing analytical assessments which support ISR procurement and allocation decisions given constrained resources and dynamic requirements. The DIOCC is interested in augmenting its functional and technical expertise in the following areas: (A) Development of methods and metrics to support ISR optimization and sufficiency analysis; (B) Scenario development; (C) Algorithm evaluation; (D) Modeling and simulation; and (E) Data visualization. The work will be performed on-site at the DIOCC, Bolling Air Force Base in Washington, DC. A detailed description of the major areas follows: •(A) Development of methods and metrics to support ISR optimization and sufficiency analysis includes the development of metrics for; specific collection disciplines, fusion of information from disparate sources; and for the effects of information processing, exploitation, and dissemination (PED), to include the evaluation of extant an planned ISR platforms and their associated tasking and PED processes to ascertain collection sufficiency. •(B) Scenario development entails the creation of realistic strategic and tactical collection scenarios to support the modeling and simulation effort, to include obtaining data for input into the simulation. •(C) Algorithm evaluation includes reviewing existing algorithms used in the government owned COSMOS/IISYS application and where appropriate, recommending modifications to optimize their use to reduce simulation run-times. •(D) Modeling and simulation entails the actual use of the COSMOS/IISYS application to conduct high fidelity modeling. •(E) Data visualization includes the identification of tools to simplify the presentation of ISR simulations and analysis results. The primary objective of this effort is to develop a capability that can be used to evaluate extant and planned ISR resources and, to the extent possible, ascertain optimal ISR sensor mixes to satisfy anticipated collection requirements. Interested parties should submit a White Paper no greater than 15 pages in length within 7 days after release of this RFI. The White Papers must be in Microsoft Word for Office 2000 or later compatible format addressing one or more of the areas above. The White Papers shall include pertinent and specific information addressing: •(1) ISR subject matter expertise •(2) Experience with the COSMOS/IISYS application •(3) Experience in strategic and/or tactical intelligence. At a minimum, responses should include company name, size of business, point of contact (including telephone number, facsimile number and e-mail address), and a list of contracts within the past five (5) years under which the interested party has performed the same or similar work. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. Interested parties are requested to provide information on their ability to satisfy any or all of the requirements outlined above. Information should be provided by electronic mail to Pamela Robinson at pamela.robinson@dia.mil using the following subject line "VACA ISR MS&A" This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Responses to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the DIA in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. The Government will make final decisions on the set-asides based on market research and responses from this Request for Information (RFI), as well as other procurement and program related criteria. The deadline for submission of information is 16 November 2009 at 12:00 pm. This information is being requested for purposes of market research. The Government will use this information to develop a list of potential bidders which can be view on this site under interested parties.
