Description
The United States, Environmental Protection Agency, Region 7 Kansas City, Kansas is issuing this Sources Sought Notice as part of market research to identify potential small business manufacturers & distributors as sources for the purchase of Commercial Off the Self (COTS) office furniture products. The Buy American Act applies to this requirement. FAR 25.101 states in general that (a) The Buy American Act restricts the purchase of supplies that are not domestic end products. For manufactured end products, the Buy American Act uses a two-part test to define a domestic end product. (1) The article must be manufactured in the United States; and (2) The cost of domestic components must exceed 50 percent of the cost of all the components. In accordance with 41 U.S.C. 431, this component test of the Buy American Act has been waived for acquisitions of COTS items (see 12.505(a)). (b) The Buy American Act applies to small business set-asides. A manufactured product of a small business concern is a U.S.-made end product, but is not a domestic end product unless it meets the component test in paragraph (a)(2) of this section. This synopsis is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this synopsis, and responses to this notice cannot be accepted as offers. The applicable NAICS code is 337214 and the Size Standard is 500 employees. Based on the response to this Sources Sought and other market research conducted, the Environmental Protection Agency will decide if any separable part or the entire requirement will be set-aside for Small Businesses under the size standard for the NAICS and/or specific small business programs 8(a) Program, HUBZone Small Business, or Service Disabled Veteran Owned Small Businesses), or Full and Open Competition for future procurements. Below is the description of the services required: REQUIRED PRODUCTS Ergonomic Office Chair meeting the following criterion: 1. Back of the chair must change shape to support the entire spine of the user. 2. The seat depth must be adjustable. 3. The seat height must be adjustable. 4. Firmness / extra support control for lower back must be provided. 5. Height adjustable lumbar support is required. 6. Arm support that telescopes / pivots in and out is needed. 7. Arm support height that fully adjusts up and down for individual use that is not limited by incremental adjustments is required. 8. Flexible seat edge is present. 9. Extra height pneumatics is required. 10. Knee tilt is provided. 11. Surface materials are easily cleanable and are resistant to stains. 12. Greenguard Indoor Air Quality Certified 13. Certified that materials do not contain PVC's, CFC's, solvents, chrome, benzene, lead, mercury or radioactive materials. 14. Materials are at least 30% recycled content. REQUEST FOR INFORMATION: For any or all of the above cited chairs please submit a statement which identifies the following: Descriptive literature detailing features, technical capabilities for given quantities, similar sized projects, and warranty data. Factors considered will include life cycle cost, recycled content, production location, and delivery. In addition, provide: 1. Company name, address, and DUNS number 2. Size status, Small Business under the size standard for the NAICS and/or 8(a) and U. S. Small Business Administration Small Disadvantaged Business certified, (including Alaska Native Corporation (ANC) and Indian Tribes), HUBZone Small Business certified, or Service Disabled Veteran Owned Small Business. 3. Country where the furniture products are manufactured. If the products are manufactured in more than one country, please provide the breakdown percentage and country. For example, 71% China, 29% USA 4. Country where the components of the furniture products manufactured and assembled. If the components are from different countries, please provide the breakdown by percentage and country. For example, 95% Indonesia, 5% USA. 5.
