Description
The U.S. Government Printing Office (GPO) seeks other than full and open competition and conduct a sole source contract award to Zepheira to execute the migration and rehost of the PURL system. As part of the sole source, Zepheira, LLC, 11400 Branch Court, Fredricksburg, VA 22408 will be required to: 1. Stand up an instance of the PURLZ Resolver Software on a vendor-hosted Linux platform at a tier-1 data center and provide 24/7/365 uptime to the hosted instance. 2. Convert GPO's OCLC PURL Resolver Software-based records to the PURLZ Resolver Software. 3. Manage the server, operating system (OS), and application (PURLZ Resolver Software) with all upgrades, testing, etc. in coordination with GPO staff. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302.1(a)(2)(iii)(A) "For Government Printing Office, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. This notice is neither a request for proposals nor a solicitation of offers. A determination by the government not to compete this proposed effort on a full and open competition basis, based on responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. However, if a firm believes it can meet the requirements it must furnish information about it's product to the Contracting Officer within 5 calendar days from the date of publication of this Synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements the government will not pay for any information submitted. Inquires should be submitted, referencing GPO-9222-LF. The GPO will review all responses, without prejudice; whether or not the GPO initially determines that another firm is fully qualified to fulfill the requirement. No solicitation document is available and telephone requests for information will not be honored. No extensions will be granted.
