Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with The Boeing Company, St. Louis, MO for the acquisition of two (2) Control Augmentation Test Set (CATS), P/N DA132M1041-1, and two (2) Control Augmentation Program Set (CAPS), P/N DA132M104201. The CATS/CAPS shall be a mobile test set used at the Organization-Level of maintenance to test and fault isolate the T-45 aircraft Control Augmentation System. The current Yaw Damper System (YDS) Test Set (TS) interconnects on-aircraft with the Control Augmentation System Weapon Replaceable Assembly through the Yaw Damper Controller (YDC) interface. The CATS/CAPS shall replace the YDS TS, which is now obsolete and can no longer be produced or supported. The resultant delivery order of the above solicitation will be placed under BOA N68335-06-G-0024. The Government intends to procure the CATS and CAPS under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
