Draft Statement of Work - Sources Sought HHS-NIH-NCI-SS-TSB-07007-39 SOURCES SOUGHT NOTICE NO. HHS-NIH-NCI-SS-TSB-07007-39 "Pathology and Veterinary Support for Preclinical Toxicology Studies" This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The NCI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought, the NCI may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The National Cancer Institute, Division of Cancer Treatment and Diagnosis, Developmental Therapeutics Program is seeking qualified small businesses including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), 8(a), Historically Underutilized Business Zone (HUBZone), or Service-Disabled Veteran owned Small Business (SDVOSB) concerns to furnish services, qualified personnel, equipment, and facilities, not otherwise provided by the Government, to provide pathology and veterinary support for toxicology and other in vivo studies. Another important activity for the pathology contractor is to provide an independent verification (pathology peer review) of the pathology findings from toxicology studies. A draft Statement of Work (SOW) is attached to this Source Sought. Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed twenty (20) single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. In the event an RFP is issued, the North American Industry Classification System (NAICS) code 541712 with a size standard of 500 employees is being considered is being considered. Capability Statements shall demonstrate an understanding of pathology and veterinary support for preclinical toxicology studies. If a Request for Proposal (RFP) is issued following this Sources Sought announcement, offerors will need to demonstrate, at the time of proposal submission that, 1) the offeror must demonstrate that they are in compliance with the FDA's current Good Laboratory Practice Regulations (GLPs); 2) the offeror shall provide documentation of board certification by the American College of Veterinary Pathologists for contributing pathologists. Tailored Capability Statements for this requirement shall address the following four (4) areas: (1) staff qualifications and capabilities, (2) technical approach (3) facilities and equipment, and (4) organizational support and experience. 1. STAFF QUALIFICATIONS AND CAPABILITIES Suitability and adequacy of the Principal Investigator's experience (minimum of 5 years) and qualifications. Also, adequate venues and availability for discussion of data and consultation. ii. Suitability and adequacy of the other personnel regarding experience and qualifications to conduct pathology peer reviews, perform a full range of histology operations, pathology support services and report writing. 2. TECHNICAL APPROACH  Awareness and ability to accomplish the work described in the Statement of Work  Pathology support as presented in the Statement of Work  Pathology Peer Review ii. Necropsy and Histotechnical Services iii. Diagnostic Pathology iv. Repository and Database management & Receipt and Shipment of Materials 3. FACILITIES AND EQUIPMENT i. Facilities and Equipment Availability, adequacy, and conformance of the facilities and equipment to perform the necessary functions of this contract as proposed by the Offeror in response to the Statement of Work. ii. Repository for Pathology Materials and Study Samples • Adequate space, maintenance, back-up systems and security measures to safely archive pathology materials and frozen study samples • Experience with special handling procedures necessitated by shipment and receipt of pathology materials and frozen study samples • Ability to manage and track thousands of study materials stored in a repository • Adequacy of transportation of materials to and from a repository • Relocation plan 4. ORGANIZATIONAL SUPPORT AND EXPERIENCE i. Overall organizational experience in all areas of pathology, especially peer reviews and histopathology ii. Overall organizational experience in the procedures described in the Statement of Work iii. Overall organizational experience in the operation and maintenance of a repository iv. Organizational capability for handling and timely scheduling of assignments described in the Statement of Work v. Established internal control procedures vi. Adequacy of corporate health and safety procedures The description of your firm's corporate experience with similar projects should include your firm's general background, experience, and qualifications particularly with projects involving pathology and veterinary support relating to preclinical toxicology studies. A special notation should be made of similar or related programs performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies.
