- This procurement action consists of the proposed contractor, Bell Helicopter Textron, Inc. providing engineering services for the conversion of TM 1-1520-248-23, TM 1-1520-248-T and TM 11-1520-248-23 from their current MIL-STD-37874 format to MIL-STD-40051-1 format and deliver digital test files in eXtensible Markup Language (XML) tagged file format in accordance with MIL-STD-2361C Document type Definition (DTD).
