Description
This is not a request for proposals. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement and no contract will be awarded from this announcement. The United States Coast Guard, Aviation Logistics Center (ALC), Elizabeth City, NC operates a Hazardous Material Minimization Center (HAZMART) which services all CG activities aboard the Elizabeth City NC, CG Base Support Unit (BSU). The HAZMART establishes a single control point and provides accountability for the requisitioning, receipt, storage, issue, reissue and usage (tracking) of all hazardous materials entering, consumed aboard and exiting the BSU complex. Operating under the main HAZMART facility are several Chemical Issuance Centers (CIC) that exist to issue hazardous material or waste hazardous materials required by aircraft maintenance personnel within their immediate work areas. The HAZMART also serves as the initial turn-in location for certain hazardous wastes generated on the facility, except those turned in directly to BSU's Safety Environmental Division (SED). Hazardous Material Management System (HMMS) software is used exclusively for managing Hazardous Material. The BSU Complex operates under major environmental permits including a Synthetic Minor Air Permit and a Resource Conservation and Recovery Act (RCRA) Part B Hazardous Waste Management Permit. Environmental reporting mandated under these permits is extensive and is a compliance requirement under all environmental permits. SED retains responsibility for such reports based on data generated by HMMS. ALC has a requirement for temporary on-site services to accomplish the following objectives: 1. Research, develop and publish business process guides that document all aspects of HAZMART operations to include waste disposal. These process guides shall be a combination of existing practices enhanced by applying current hazardous material management industry best practices. 2. Provide training to ALC Civilian personnel in HAZMART operation practices that reflect current hazardous material management industry best practices. Training shall also be furnished that is designed to equip personnel with knowledge to gain more effectively use the installed software (HMMS). 3. All training and process documentation shall comply with or exceed the requirements of all federal, state and local environmental laws, regulations to include Executive Orders, Environmental Protection Agency (EPA) and Operational Safety & Health Agency (OSHA) regulations as well as USCG applicable regulations. Examples of skills required to meet the three objectives listed above include but are not limited to the following: • Provide guidance to the site regarding the functional support of the Hazardous Material Management System (HMMS) environmental program. • Assist the site in identifying, documenting and implementing business practices for running the HAZMAT/HAZWASTE management program • Develop data verification and reconciliation procedures to verify HMMS data integrity on a programmed basis. • Develop user orientation and training on the functional aspects of the HMMS system for new site personnel. • Provide system support in the installation, upgrade and support of such items as printers, portable data collection devices, scanners, client PCs, workstation software, etc. • Develop procedures to assist site System Administrator or system operators with periodic and routine HMMS system and data backups. • Develop procedures to assist the site Database Administrator (DBA) in maintaining site HMMS Employee/User Profiles. • Develop procedures to assist the site System Administrator and/or DBA in maintaining the HMMS application, software and system configuration • Assist the site System Administrator and/or DBA with troubleshooting system service interruptions during the period of performance. • Assist the site System Administrator and DBA in installing HMMS releases, patches, bug fixes, upgrades, etc. during the period of performance. • Assist the Site Environmental office with investigations and analysis regarding mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings during the period of performance. • Assist the site environmental management team in maintaining a log/record of installed HMMS related equipment and developing a lifecycle replacement plan. • Provide the site's HMMS Waste and Material Managers with the creation of custom reports using the Oracle Reports ad hoc reporting tool. This includes gathering report requirements from the requestor, developing the data selection criteria, formatting the report and producing the finalized report. The contractor will make a reasonable attempt to verify the results of the report but the requestor is responsible for the final verification of the report data. • Develop procedures to verify that received material has been classified and labeled by stock number, size, classification and condition properly. • The contractor shall be required to perform HMMS functional training at the government site as essential to job performance and may include (but not limited to) the following:  HMMS Administration  HMMS Hazardous Material Managers Training  HMMS Hazardous Material New Inventory / Issue Point Training  HMMS Hazardous Waste Generator / Operator Training  HMMS Hazardous Waste Managers Training  HMMS End Users Training  Oracle Discover Training  And any other training deemed necessary by the government site to perform the assigned tasks • The contractor shall have knowledge of the following HMMS functionality and be fluent in the application of the functionality;  Entering a proper MSDS  HMMS Hazardous Material and Waste Best Practices  How to use the Data Collector Material and Waste  How to use Kits  How to use Inventory View and Transfer  How to use the Chemical Information Screen  How to use Process Codes  How to use Authorization Requests  HMMS Enhancements to the Uniform Hazardous Waste Manifest  How Decision Codes Impact and Function in HMMS  How to set up Collection Sites  How to use Container Management Page Functionality  How to use Waste Funding screen  How to use Waste Streams and Waste Profiles  Tracking Material Inventory into your Hazardous Waste and How to use Container Sequence  Turn in of Hazardous Property to DRMO  HMMS Peripherals Setup  HMMS Customer Support Procedures  How to use the HMMS Community Website Interested vendors shall be able to furnish personnel to support this effort who meet the following minimum qualifications: 1. Expert knowledge of inventory procedures and the processes necessary to reconcile discrepancies. 2. Expert knowledge of requisitioning, shipping, receiving, storage and disposition of supplies/equipment. 3. Expert knowledge in working with regulatory agencies on compliance programs, i.e., OSHA, EPA, State, and Local. 4. Highly proficient in operating automated equipment such as computer terminals and bar code readers/wands. 5. Expert knowledge of Hazardous Materials and/or Hazardous Waste Centers operational procedures. 6. Expert knowledge of the Hazardous Material Management System (HMMS). 7. Possess the ability to present clear and concise information consistent with targeted audience. Note: All qualified personnel's experience will require verification through resume's and business references. After review of the responses to this Sources Sought announcement, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunities website, www.fbo.gov. Responses to this Sources Sought synopsis are not an adequate response to any future solicitation announcement. All companies that can meet the requirement are encouraged to provide a capability statement, company literature, brochures, or any other information demonstrating that the requirement can be met. Telephone responses will NOT be accepted. Responses must be submitted no later than 3:00 p.m. eastern time on 17 November 2009. This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to any subsequent solicitation notice separately.
