Description
The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center intends to enter into a twelve-month Firm-Fixed-Price contract with Global Management Consulting (GMC), LLC, 41833 Cordgrass Circle, Stone Ridge, VA 20105 pursuant to 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Veterans Hospital Association's VHA electronic medical record, known as the Veterans Health Information System and Technology Architecture (VistA) / Computerized Patient Record System (CPRS), has a built-in capability for developing custom electronic forms. The application under consideration has the following potential advantages over the built-in forms capabilities of CPRS: 1) Non-developer users, such as clinical application coordinators, will be able to create the forms using a drag-and-drop style interface 2) the data collected by the forms can be stored in VistA files or a Structured Query Language (SQL) database for further analysis and processing 3) forms developed using this application can include design elements, such as tables, rich text, graphics, and audio and video 4) business logic may be incorporated into the forms through a scripting language. The proposed application also has the following advantages over custom form interfaces developed using Web or desktop programming languages: 1) No special knowledge of programming needed to create the forms 2) the forms are displayed to users within CPRS rather than via a standalone interface 3) forms are associated with note titles and invoked from the Notes tab in CPRS 4) a text note is generated from the form data and stored in Text Integration Utility (TIU) 5) data from VistA may be imported into the form to pre-populate form fields, 6) forms may be easily modified without the need for updating source code or recompiling applications. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is issued as a Request for Quotation (RFQ), solicitation number VA118-10-RQ-0023 in accordance with FAR Parts 12 & 13. This notice of intent is not a request for competitive proposals, however all responsible sources may submit a proposal which shall be considered by the agency. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items. Please see attached document VA118-10-RQ-0023.
