Description
The Fleet and Industrial Supply Center San Diego (FISCSD) Contracting Department intends to issue a Request for Proposal (RFP) for the acquisition of general administrative duties within the Administrative, Training, Operations, Special Projects, and Maintenance Departments for organizational level (O-Level) support of Fleet Replacement Squadrons (FRS) and Test and Evaluation Squadrons (VX). The squadrons (with the estimated percentage of contract support in parentheses) are located at Naval Air Station (NAS) Whidbey Island, WA (7.3%); NAS Lemoore and NAS China Lake, CA (25.4%); NAS North Island, CA (21.9%); NAS Patuxent River, MD (7.3%); NAS Oceana and Naval Station (NS) Norfolk, VA (14.6%); NAS Jacksonville and NS Mayport, FL (16.3%); and Tinker AFB, Oklahoma (7.2%). Functions will include routine administrative services, personnel services, mail services, library services, award package preparation, evaluation preparation, and graphic design/photography. Award will result in a single Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The requirement is 8(a) competitive set-aside. The small business size standard is $7.0M. Period of performance is expected to be a base performance of six months plus three one-year options. The solicitation documents will be posted on the Navy Electronic Commerce Online (NECO) web link (https://www.neco.navy.mil/). It is the responsibility of the interested parties to register with NECO and to download the solicitation, all attachments, and solicitation amendments. Offerors are encouraged to review the referenced web link frequently for updates to any documents. No paper copies of the RFP and its attachments and amendments will be available from the issuing office. The RFP will include instructions for preparation of offeror proposals. Central Contractor Registration (CCR) is mandatory for offerors (https://www.bpn.gov/) including completion of On Line Representations and Certifications Application (ORCA). To ensure integrity of the competitive solicitation procedures, only email communications to the assigned Contract Specialist will be accepted. Office visits to FISC San Diego or its internal and external customers for any issues pertaining to the competitive solicitation will not be permitted for the duration of the solicitation and evaluation period. That period commences with release of this document. The solicitation is anticipated to be released in December 2009 or January 2010. The point of contact for this procurement action is Daniel R.
