The space must be on no more than two contiguous floors, and can be provided by new construction or modification of existing space. On-site parking for 100 Spaces including Handicapped Accessible in accordance with the Americans with Disabilities Act (ADA) is required. A lease for up to 20 years will be considered. To be considered, space must be within or bordering a delineated area as follows: LOCATION: Buildings or sites which face and have street addresses on the boundary streets are deemed to be within the delineated area. North 205th Ave. NW, 209th Ave. NW, Elk River, MN and Viking Blvd NW, Anoka County. South Bounded by the North shore of the Mississippi River from a virtual intersection with Ramsey Blvd NW, Ramsey, MN to Highway 101, Elk River, MN, and U. S. Highway 10 north of the intersection with Minnesota Highway 101. East Bounded by Twin Lakes Road NW; Northern Blvd NW from the intersection of Viking Blvd NW to intersection of Ramsey Blvd NW; and Ramsey Blvd NW to its virtual intersection with the Minnesota River. West Bounded by Proctor Ave. NW, Proctor Road NW, Quincy St. NW and Quincy St. Elk River, MN. VA staff will conduct a market survey of properties offered for lease to determine the most highly qualified properties for further consideration. Criteria for site selection will include, but is not limited to, proximity of proposed sites to concentrations of veteran population and existing desirable amenities. Offerors must provide evidence that properties are outside the 100-year flood plain. Interested offerors (owners, brokers, or their legal representatives) should submit two (2) copies of specific information concerning their properties to Mr. Wiech by mail no later than 4:00 p.m. CDT on November 16, 2009. Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The Government will pay no more than the appraised fair market rental value for space. Offerors who have previously responded to this request for interest need not resubmit site proposals. EXPRESSIONS SHOULD INCLUDE THE FOLLOWING INFORMATION AND MUST BE RECEIVED IN WRITING NO LATER THAN 4:00 pm CST, November 16, 2009. 1. Building name, address, age of building and owner. 2. Total net usable square feet, existing or proposed. 3. Rental rate per NUSF 4. Scaled building plans and site drawings, which detail the number of parking spaces. 5. Offerors must provide evidence that properties are outside the 100-year flood plain. RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON RESPONSES TO THIS ADVERTISEMENT.
