- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): Noble Consultants, Inc., Contract No. W912PL-05-D-0013-0017, Cambria Seawater Desalination, CA This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved for a minimum guarantee (FAR 16.505(b)(2)(iv). The Los Angeles District of the US Army Corps of Engineers (USACE) and the City of Cambria (local non-federal sponsor) are preparing an EA/MND to analyze potential environmental effects associated with the proposed action and alternatives for geotechnical feasibility investigations at Cambria. This proposed EA/MND is an informational document to advise decision-makers and the general public of the benefits and potential effects of the study. The document will assess effects of geotechnical investigations at a specific sight. The EA/MND is also intended to provide information to agencies whose discretionary approvals must be obtained for syudy actions.
