Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The Mission and Installation Contracting Command (MICC) Center, Fort Bragg, NC, intends to award a firm-fixed price contract on a sole source basis with Newtons Fire & Safety Equipment. The Contractor shall furnish all services and supplies, not otherwise provided by the Government, to provide the Directorate of Emergency Service at Fort Bragg, North Carolina Biosystems. The Mission and Installation Contracting Command (MICC) Center Fort Bragg, NC has received a request from the Directorate of Emergency Service for PosiChek III w/32 Bit Software & Accessories FFP. PosiChek III w/32 Bit Software & Accessories FFP BRAND NAME ITEM ONLY. NO SUBSTITUTION ALLOWED FOR SPECIALIZED, GOVERNMENT MANDATED, NFPA-COMPLIANT FIREFIGHTING BREATHING APPARATUS (SCBA) TESTING EQUIPMENT. Item #54-20-2117-32, Biosystems PosiChek III w/32 Bit Software, Sound Detection System, and Enchanced Precision Transducer for MSA SCBA testing. This testing system is the only authorized equipment which can properly test the MSA self-contained breathing apparatus (SCBA) in use by our firefighters. Request selected vendor be within a 75-mile radius of Fort Bragg due to calibration, routine maintenance checks (which are required to be performed by MSA-trained technicians), and initial set-up of equipment. SCBAs are used by firefighters in hazardous breathing environments. The National Fire Protection Association requires SCBAs be tested annually. This equipment is used by our Fire Protection Equipment Worker who must maintain the department's SCBAs in a continual readiness state. He requires close liaison with the MSA technician on an on-going basis. The PosiChek III validates operational airflow to the SCBA to ensure proper breathing capability of a firefigher using the MSA SCBA.FOB: Destination MSA Posi Chek Software FFP BRAND NAME ITEM ONLY. Item #10064120, MSA First Stage Test Manifold, PR14, Quick Connect for use with the Biosystems PosiChek III System This sole source requirement will be procured under Simplified Acquisition Procedures and awarded on a Small Business basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within five (5) days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due by 12 November 2009, 3:00 P.M. (EST).
