- This is an amendment to the previous announcement to correct work description. Please disregard previous announcement. FOR INFORMATION ONLY-AMERICAN RECOVERY AND REINVESTMENT ACT PROJECT Recovery (Sol# 40181RQ063) This is a 100% ARRA Project This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. This work entails Equipment rental with skilled operator for vegetation control. Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, supplies and perform all work required for the mulching of targeted vegetative species using a track-driven machine in accordance with the specifications and provisions of the contract. Equipment must be designed to cut, chip, and mow brush and small trees without penetrating the top soil. The equipment shall produce mulched vegetation to minimize erosion due to both wind and rainfall. Track-machine will consist of at least a 42" or equivalent mulching head cutting surface, mounted on an excavator with a minimum 30 foot reach. Mower head will be equivalent to a John Brown and Sons Brontosaurus. Tracks will not exceed 5 lbs. psi. The Government will furnish no materials, labor, or equipment. The Job is located at the Fish & Wildlife Service (Morgan Brake National Wildlife Refuge-Providence Ponds Project), Cruger, MS (http://www.fws.gov/morganbrake/) or (http://www.fws.gov/morganbrake/directions.html). Contractor must meet all applicable CCR and ORCA requirements as indicated within the solicitation. The expected solicitation date is November 10, 2009. This will be a competitive solicitation. This is a Total Small Business Set-Aside. NAICS Code: 238910. Size Standard: $14 million. A firm fixed price commercial order will be issued. The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. You must register in EC at web site http://www.ccr.gov. If you have any registration questions, please call 1-888-227-2423. Prior to registering each company must obtain a Dun and Bradstreet Number. You may obtain this number free of charge at 1(866)705-5711. Once you are registered you will be able to view solicitations on line at either http://www.fedbizopps.gov or http://ideasec.nbc.gov (the Department of Interior site). However, you will be able to view the solicitation without registering at www.fbo.gov. For questions at Interior's site, please call the help desk at (703)390-6633. This will be your only means of obtaining the solicitation/award. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same.
