- tThe AF ISR Agency Contracting Branch, 102 Hall Blvd, Ste 258, San Antonio, TX 78243-7046 intends to issue a competitive 8a solicitation for a firm fixed price contract utilizing best value source selection procedures IAW FAR 15 and MP5315.3, Source Selection. This requirement is set-aside for 8a companies, based on market research obtained from sources sought notice. Award shall be made based on the evaluation criteria established in the solicitation. The period of performance will be for a one year base Period with two, one-year option periods. The Solicitation Number is FA7037-10-R-8000. The Contractor shall provide a work force possessing the skills, knowledge, and training to satisfactorily perform the services required by this contract. The linguists' and analysts' primary function shall be to furnish extensive linguistic and analytical services for U.S. Forces and required number of linguists. The Contractor shall provide translation services for documents from the required language Specified Contract Required Language [SCRL(s)] into English or from English into the SCRL(s), as well as produce written documents such as transcripts, reports (in accordance with unit checklists and timelines), posters, and signs. The Contractor shall provide cryptologic language or global mission related training to military forces in all of the skills of linguist professional skills. The Contractor shall develop new global and cryptologic training materials and curriculum where none exist. Primary work locations for operations and training shall be FT. Meade, MD; Offutt AFB, NE; FT. Gordon, GA; Hulburt Field, FL; Lackland AFB, TX; Davis Monthan AFB, AZ; RAF Mildenhall, UK; and Kadena AB, JAP. The contract requires access to classified information and will include a DD254, Department of Defense Contract Security Classification Specification. Personnel performing this effort must be eligible for Top Secret/Special Compartmented Information (TS/SCI) security clearance. Prospective sources will be required to have DOD facility clearances at TOP SECRET level. A Firm Fixed Price (FFP) pricing arrangement will be used for all labor. The solicitation issue date will be on or about 20 Nov 09, with questions/comments due on 30 Nov 09; with an approximate response date of 18 Dec 09. Please note the issue date is approximate date only, no additional information will be provided to individuals who call. Hard copies of the solicitation will not be mailed. Contractors will need to download all documents from FBO. The North American Industrial Classification (NAICS) code for this acquisition is 541930; size standard is $7M..
