Description
The U.S. Environmental Protection Agency (EPA) intends to award a Sole-Source contract to Thermo Environmental Instruments, Inc. (Thermo Fisher), 27 Forge Parkway, Franklin, MA, for a Partisol Plus 2025D Sequential Dichotomous Air Sampler. The associated North Industry Classification System (NAICS) is 334516 and the business size standard is 500 employees. The required items are a highly specialized analytical system that will be used for a pilot study. The study requires the use of federal equivalent methods (FEMs) for PM10-2.5. Currently the only FEM approved PM10-2.5 is the Thermo Partisol 2025D sequential dichotomous sampler. The Thermo 2025D sequential dichotomous sampler has been used previously by the Office of Research and Development (ORD) in several field studies of PM10-2.5 mass and speciation, and procurement of the same sampler type for the study provides the necessary consistency. The EPA believes Thermo Environmental Instruments, Inc. is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any other source(s) exists and, therefore, no Request for Proposal (RFP) is available. Consequently, any response(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must respond within 15 days (November 23, 2009) of the date of this announcement to William A. Newby, at 109 T.W. Alexander Drive, Research Triangle Park, NC 27711 (Mail Code: E105). Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephonic or faxed request will be honored.
