- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Firm Fixed Price (FFP) IDIQ Requirements contract with - Kaman Aerospace Corporation, DBA: Fuzing Division DIV Kaman Aerospace Corporation Fuzing Division, 217 Smith Street, Middletown, CT 06457-8750. The FFP contract will cover a 60-month period of performance for spares, manufacturing and repairs of the K/H/C-130J part number 207475-201 Data Transfer Unit, part number 207560-101 External Mass Memory Unit (EMMU), part number 207025-101 Dual Slot Transfer System (DSTS) 40MB Memory Card, part number 207128-101 EMMU 175MB Memory Card, and part number 207131-101 EMMU 440MB Memory Card components, in support of the C-130J Type/Model/Series and derivative aircraft (i.e. KC-130J and HC-130J) Programs Sustainment Programs. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the equipment in order to conduct repairs. Kaman is the OEM of the aforementioned components. The solicitation will be available on or about 3 Dec 2009 at FedBizOpps located at http://www.fbo.gov and at NECO located at https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
