Description
The Navigation Services Division of NOAA's National Ocean Service has a requirement for 7 Side Scan Sonars to be used in support of the program mission and day to day operations. This is a pre-solicitation notice. The Request For Quotations (RFQ) will be issued on or around November 10, 2009 on a full and open competitive basis. The RFQ issuance will be via the Federal Business Opportunities website and the the document will be provided electronically as an attachment for any interested bidders. Quotes will be received electronically as well. This procurement is being processed in accordance with FAR Parts 12 and 13 covering commercial item acquisitions. The Method of Award will be based on Approach, Past Performance and Price in that order of importance. Although non-Price factors are more important than Price, if submittals are deterrmined to be relatively equal in terms of technical approach and past performance, then price will become more important as an award determinant. Although non-Price factors are generally more important considerations, interested vendors are advised that the Government is legally obliged to always consider price in its award decisions. The Government will probably not request final revised quotes, so vendors are advised to submit their best offers.
