Description
Emergency Fuel Services HQ FEMA's Acquisition Management Division has a requirement to provide emergency fuel distribution at forward sites for first responders during hurricane season. The requirement is to deliver diesel fuel and gasoline on a regional/statewide basis to support disaster mobilization and emergency response activities including mobilization, fuel delivery, and detailed record keeping. This requirement is located at forward support sites and near by vicinities to support the national Urban Search and Rescue (US&R) program, Incident Management teams, and other first responder activities in the Federal Emergency Management Agency. Emergency fuel distributors will be mobilized for a Category 3 or higher hurricane, but are activated only if the fuel infrastructure is not functioning in the impacted area. The Contracting Officer will determine that the anticipated prices are fair and reasonable based on price analysis of the four components: cost of commercial fuel, travel (lodging, per diem), and personnel (salaries, benefits), and inherent price competition among the sources. This requirement is being solicited under full and open competition to establish nation-wide coverage for all types of disasters. Contract terms and conditions will provide coverage for a base year with four one-year options. The North American Industry Classification System (NAICS) code is 624230. This solicitation will account for the only solicitation for this requirement. Prospective Offerors will be given an opportunity to submit questions prior to submission of proposals. The solicitation and any amendments to the solicitation will be posted on the FedBizOpps web-page. The internet address for downloading the solicitation is http://fedbizopps.gov. Any notification of changes to the solicitation (amendments) will be posted on the internet. Interested parties are responsible for monitoring the site to assure that they have the most up to date information regarding this solicitation.
