- Under full and open competition, FISC Norfolk Detachment Philadelphia is seeking sources to provide on-call/call back Pediatric Surgeon Services to the Navy Medical Center San Diego, California. (NMCSD) The contractor shall be responsible for on-site comprehensive pediatric surgery examinations consultation, diagnosis, treatment planning, and surgical pediatric procedures consistent with Navy Medical Center San Diego authorized core and supplemental privileges. The Contractor will be required to provide on call /call back services to fill a need created due to the absence of some or all Government Pediatric surgeons on leave, training or during assignment of temporary additional duty (TDY, TAD). The contractor provided Pediatric surgeon shall respond within ten minutes when paged and report onboard to NMCSD within thirty minutes of notification that services are required. The required services and general timeframes are designated as follows: Weekend Services: The Contractor-provided Pediatric Surgeon shall provide on-call/call-back services with an estimated service requirement of every other weekend (inclusive of Federal Holidays) starting on Friday afternoon at 1600 and ending the following Monday morning at 0800. Upon the start of weekend services, the Contractor provided Pediatric Surgeon shall conduct clinical turnover with the Staff Pediatric Surgeon on hospitalized patients under pediatric surgery care between the hours of 1600 to 1800. Prior to the end of weekend services, the Contractor-provided Pediatric Surgeon shall conduct clinical turnover with the Staff Pediatrician on hospitalized patients under pediatric surgery care between the hours of 0600 to 0800. Weekday Services: Contractor-provided Pediatric Surgeon shall provide on-call/call-back services (inclusive of Federal Holidays) starting on Monday morning at 0800 and ending the following Friday evening at 1800. Upon the start of weekly services, the Contractor-provided Pediatric Surgeon shall conduct clinical turnover with the Staff Pediatric Surgeon on hospitalized patients under pediatric surgery care between the hours of 0800 to 1000. Prior to the end of weekly services, the Contractor-provided Pediatric Surgeon shall conduct clinical turnover with the Staff Pediatric on hospitalized patients under pediatric surgery care between the hours of 1600 to 1800. The estimated quantity of weekday services equates to a total of five weeks annually. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using subpart 13.5 test program procedures. The award of a firm-fixed price contract is anticipated; this effort will consist of a one-year base period and four additional one-year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 62111 and the standard is $10mm. Release of the Request for Quotes [RFQ] will be via the internet.
