REQUEST for INFORMATION (RFI)Medical Readiness Decision Support System (MRDSS) The government is seeking small business contractors that can provide Project Management (i.e. Project Management Plan, Task Management Plan, etc.), Configuration Management (i.e. Data/Document Management, CM Support Function, etc.), System Maintenance/Sustainment (i.e. System Administration, Data Base Administration, Helpdesk Support, Establish/Maintain Software Development Environment, Establish/Maintain Training Server, Documentation Development/Maintenance, Software Maintenance, Information Assurance), System Enhancements and Changes (Requirements Definition/Evaluation), Software Development, software metrics, Component Validation and Integration Test (CVIT), Security Test and Evaluation Implementation, Interoperability, Security (System Certification and Accreditation Support, Information Assurance Controls, Public Key Enabling), Technology Transfer and Refreshment, Reviews, Audits and Technical Interchange Meetings, MRDSS Training, and Performance Measures Matrix of th! e MRDSS application. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the 554 ELSG/SBG in developing an acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensiti! ve information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. Responses are to be submitted via email to russell.carruth@gunter.af.mil and raymond.mccain@gunter.af.mil by 12:00 PM Central Standard Time (CST) on 25 Nov 2009. This is an information gathering effort only and if further procurement action is taken, additional publication(s) will be done as required. Ensure each of the capabilities is addressed separately and in the order listed in paragraph 3 below. Please limit your response to a maximum of fifteen (15) double-sided pages and font no smaller than 12 pt. 1.System Overview The system developed to satisfy this requirement, the Air Force MRDSS, incorporates all aspects of decision support required for management and deployment of people and equipment from MAJCOM and United States Air Force (USAF) medical views. MRDSS enables the USAF medical community to quickly and effectively monitor a unit's personnel/training and equipment readiness status in peacetime and wartime environments. Medical readiness and logistics planners more efficiently and effectively assess unit readiness and manage their assigned resources from a unit type code (UTC) perspective. MAJCOM planners determine deployment and employment requirements from operations plans (OPLANs) or operations orders, and then determine the readiness of the appropriate UTC for assigned or gained units. Planners use the detailed unit readiness data to make more accurate readiness decisions. The Air Force Medical Service (AFMS) uses the Medical Resource Letter (MRL) function to manage current ! and future AFMS UTC requirements. From these UTC requirements, manpower resources and materiel costs can be projected for current and fiscal out-years. Unit-level users monitor and update personnel UTC-specific, Air Force Specialty Code (AFSC)-specific, and Readiness Skills Verification Program (RSVP) training; assign individuals to UTCs; track deployed personnel and materiel; maintain Disaster Team assignments; and maintain unit Recall Rosters. Users at all levels can immediately assess materiel shortfalls (both War Reserve stocks and Homeland Defense (HLD)) down to the line-item detail and determine costs associated with improving readiness. AFMS AFSC Consultants use MRDSS to track and assess availability of Low Density-High Demand medical specialists to fill critical deployment positions. 2.System Background MRDSS provides visibility of information being reported by the units. Unit medical readiness and medical logistics personnel can use MRDSS to display the percentages of readiness capability for assigned UTCs; view materiel information; and update readiness personnel, training, and deployment information on the MRDSS Web server. MAJCOMs can edit their units' input to ensure accuracy and completeness. MRDSS is essential to proper USAF medical readiness operations and assists units, MAJCOMS and HQ USAF in managing and deploying medical personnel and materiel. In accordance with (IAW) Department of Defense Instruction (DoDI) 8500.2, Information Assurance (IA) Implementation, MRDSS is a Mission Assurance Category (MAC) II, Sensitive system.MRDSS supports all Active Duty, Air Force Reserve, and Air National Guard Medical units worldwide. 3.Description of Capabilities - In indentifying your experiences include also your ability to team or partner in those areas where you have not directly performed the work directly associated with the functional understanding of how the Air Force deploys medical forces. 1.The following development tools have been used for MRDSS changes: Eclipse (Current version: 3.4.1), Java 1.6, HTML, Cascading Stylesheets (CSS), XML, Open Office XML, XSLT, Extensible Stylesheet Language - Format Objects (XSLFO), Javascript, jQuery Framework (1.2.6) and Java Development Kit (JDK) 1.6.0_13. Describe your company's experience in using these tools.2.Identify any experience maintaining and updating ORACLE 10g or higher databases, Oracle Application Server, and PL/SQL, including installation and database replication in accordance with industry standards.3.Identify any experience analyzing and correcting Structured Query Language (SQL) statements, Procedural Language/SQL, and Pro C utilizing SQL Developer 1.5.1. 4.Identify any experience providing customer support and field assistance to the Medical Readiness information program system users; identifying and resolving problems; reviewing/updating databases and identifying missing/incomplete /inaccurate data; and assisting users with identifying training requirements, including recording completed training. 5.Identify any experience with updating or developing program documentation/architecture views in accordance with the HQ 554 ELSW Software Engineering Process (SEP) http://public.gunter.af.mil/applications/sep/menus/Main.aspx or your company's systems engineering process. 6.Identify any experience with each of the following: Development/Support/Administration Tools: Oracle 10g, SQL, Java/J2EE, HTML, CSS, Extensible Markup Language (XML), Open Office XML, Extensible Stylesheet Language Transformations (XSLT), Extensible Stylesheet Language - Format Objects (XSLFO), Portable Document Format (PDF), Javascript, Ajax methodology. 7.Identify any experience in office automation software (Microsoft Office 2007, and XP and Vista applications), with the Federal Desktop Common Configuration (FDCC). 8.Identify any experience with unit-level Medical Readiness deployment and execution, and peacetime and wartime contingency planning to include using and interpreting Time Phased Force Deployment Data (TPFDD), Status of Resources and Training Systems (SORTS), and Manpower Force Packaging System (MANFOR) data. 9.Identify any experience with MAJCOM-level Medical Readiness deployment and execution, and peacetime and wartime contingency planning to include using and interpreting TPFDD, SORTS, and MANFOR data.10.Identify any experience in medical/aero-medical evacuation operations, including planning and executing medical personnel training/exercises.11.Identify any experience with Medical Readiness training, including providing guidance/education; developing/reviewing contingency plans and training plans for active duty, AFRC, and ANG units. 12.Describe the systems your staff has used to monitor and report Medical Readiness Situational Awareness.13.Describe your understanding of the Manpower/Equipment Force Packaging (MEFPAK) process and the Designed Operational Capability (DOC) statement requirements for the deployment of medical personnel. 14.Identify any experience with development/maintenance of unit type codes (UTCs)15.Describe your understanding of the inter-relationship of MRDSS with Logistics Module (LOGDET), Type Unit Characteristics (TUCHA), Aerospace Readiness Tool (ART), Air Force-Wide UTC System (AFWUS) and Manpower Force Packaging System (MANFOR).16.Identify any experience in developing and conducting training courses IAW DODI and AFI's, and formal readiness training courses for active duty, ANG and AFRC programs.17.Describe your experience with Medical Readiness Training Oversight Committee (RTOC) processes and procedures for developing, refining, and tracking base-level and formal-course training programs.18.Describe in detail your software development environment? If none, describe your experience with developing/maintaining a software development environment.19.Identify any experience with developing application software within DOD and your software engineering process. Identify your CMMI certification level?20.Identify your company size status.
