Description
The United States Army Special Operations Command Assessment is seeking to identify all responsible sources capable of providing Psychological Services in support of the Army Special Operations Forces at Fort Bragg, NC and various other bases and facilities throughout the U.S. These services include development, planning, administration and interpretation of psychological assessment instruments, interviewing prospective candidates, preparation of psychological reports, presentation of candidate profiles to selection boards, consulting with organizational leadership and providing professional development feedback for ARSOF military and other Governmental personnel. Due to the nature and sensitivity of this support, qualified contractors shall possess a valid Department of Defense Facilities Clearance and some contractor employees will require a valid SECRET clearance. The Government intends to award a firm fixed price contract for a base period of one year and four additional option years. There are three components for which the Psychological Services are being requested. The initial component is to provide candidate assessment and selection programs conducted within the command. The next component is to provide assessment conducted during training and the provision of developmental psychological services to soldiers in training. These services utilize selection testing information, additional test information collected during training and behavioral observations from both selection and training to assist each student in both achieving academic success and beginning professional development. The final component involves the professional development of Officer and NCO leaders within the USASOC and its subordinate commands. PSYCHOLOGISTS QUALIFICATIONS: Minimum qualifications for the contract psychologist(s) are: a. Doctorate in clinical/counseling psychology or equivalent training. b. Current active U.S. state license as an independent practitioner of psychology. c. Experience working with active duty military populations. d. Experience conducting personnel assessment and selection interviews. e. Possess or be eligible for a Secret clearance. Access to some facilities and records shall require a clearance. f. SERE Support - Contractor psychologist(s) providing support to SERE programs must meet current requirements to be certified by the Joint Personnel Recovery Agency, Joint Forces Command, as a SERE Psychologist. These requirements are described in Joint Forces Command Executive Agent Instruction "Policy for Qualification and Utilization of DOD Survival, Evasion, Resistance and Escape (SERE) Psychologists". g. 160th SOAR Support - Contractor psychologist(s) providing support to the 160th SOAR must have formal training and/or equivalent experience in Aviation Psychology with experience in Rotary Wing Assessment and Selection psychological support services. h. Assessment and Selection - Contractor psychologist(s) shall be subject matter experts and have practical experience with the psychological testing instruments used in the various PAD programs (i.e., MMPI-2, Wonderlic Personnel Test, NEO-PI-R, TAIS, etc.). Desired qualities include: a. Comfortable in a non-clinical environment. b. Broad range of psychological interests. c. Able to quickly adapt to a variety of professional roles. d. Experience with Army SOF Forces strongly preferred. e. Strong understanding, appreciation and willingness to learn the operational culture of ARSOF personnel. f. Prior active duty tour as a military psychologist strongly preferred. g. Experience in conducting 160TH SOAR mission profile/personnel Assessment and Selection psychological support services. CONTRACTOR ADMINISTRATIVE PERSONNEL Minimum qualifications for the Contractor Administrative Personnel are: a. Bachelor's level degree. b. Experience in the development of reports and briefs for military commands. c. Familiarity with psychological testing protocols. d. Experience or training in managing travel, travel orders, and travel reimbursement procedures. e. Proficiency with standard Microsoft Office programs (i.e., Word, Access, PowerPoint, Excel, Outlook) f. Able to type 50 words per minute. Desired qualities include: a. Bachelor's level degree in psychology or counseling or equivalent training strongly preferred. b. Skill and comfort in development and execution of command briefings. c. Experience working with active duty military populations. d. High level of personal initiative. e. Good organizational and planning abilities. e. Experience with SOF Forces strongly preferred. 360-DEGREE DEVELOPERS Minimum qualifications for the 360-degree survey developers are: a. Master's level degree in industrial/organizational, clinical, or counseling psychology or equivalent training. b. Experience working with active duty military populations. c. Experience in the development of 360 instruments with a preference for individuals who have experience or training in the use and development of 360 instruments in the military. Desired qualities include: a. Good organizational and planning abilities. b. Skill and comfort in development and execution of command briefings. c. High level of personal initiative. d. Experience with SOF Forces strongly preferred. THIS NOTICE SERVES AS A SOURCES SOUGHT that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the Sources Sought. The Government does not intend to award a contract on the basis of this notice, or otherwise pay for any information submitted by respondents to this request. Interested parties are requested to submit a capabilities statement of no more than four pages that demonstrates the respondent's ability to meet the requirements as specified herein. Please provide name of firm, address, POC, phone/fax number, and email address. Responding vendors shall also include their company cage code, DUNS number, tax identification number, business size and assure they are registered in Central Contractor Registration (CCR). All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Bradford. Due to the intermittent nature of electronic communication, it is the vendor's responsibility to ensure receipt. All questions must be provided in writing no later than 12:00 pm EST, 23 October 2009. All responses shall be submitted and received by 4 :00 pm EST on 30 October 2009. Failure to respond to this notice does not preclude participation in any future associated request for quotations that may be issued.
