Description
Attachment 1 The Office of Personnel Management, Contracting Group, Washington DC is conducting market research to identify contractors that can satisfy the Governments requirement for an on-line candidate application collection and referral system that would allow a paperless referral and selection process for the White House Fellows. The Government requires a contractor experienced with providing service to Universities or comparable Organizations to build, implement and maintain the online system that coincides with the White House Fellows marketing strategy. As a minimum, the system should perform the following functions: ability to create custom pdf with online recommendations and uploaded documentation appended so there is one aggregated file for process review; ability to scan all uploaded documentation using anti-virus software; ability to create a customized preliminary questions; ability to add filters to logins for processing or on-line review; ability to email and print batched pdf files; ability for both applicants and administrative users to see whether or not an online recommendation is in progress, submitted or hasn’t started; ability to create individualized pdf zip files for document storage or online review. The system shall provide applicants the ability to check status of their application and recommendation; ability to query the database for demographic and other statistical information. The System shall have the ability for applicants to submit e-mail addresses for recommenders who then receive a unique log-in giving them the ability to privately upload recommendations so that the applicant’s are not able to view the recommendation. The system shall allow users to review applications online; create accounts for reviewers and assign them to a particular group of applications; ability to print applications and recommendations in a single PDF file. The contractor shall provide technical support to administrative users, applicants and those providing online recommendations for the applicants. The contractor shall possess past experience with Fellowships and/or at least several thousand processed applications. The Contractor shall provide documentation detailing the application/system security testing and follow the Government’s Information Assurance (IA) process as outlined in the attached document (See Attachment 1, “Information Assurance Documentation and Procedures”). The North American Industry Classification System (NAICS) code for this acquisition is 541512. The corresponding SIC code is 7373. The small business size standard is $25M. All interested parties are encouraged to provide information on their capabilities to meet this requirement. As a minimum, interested parties should submit the following (1) List of relevant clients; (2) Screen shots of the proposed system or any other documentation that will allow the Government to visualize how the system works; (3) documentation to support the contractor’s ability to meet security requirements outlined in Attachment 1. Only written responses will be considered. The anticipated period of performance is a base year and four (4) one-year options. The base year will require the deployment of the system and maintenance and support services for the system. The option will include maintenance and support services for the system. The anticipated release date for Request for Proposal for this requirement is November 2, 2009. The anticipated award date is November 23, 2009. The drop dead date for the system to be operational is January 01, 2010. All prospective offerors must have a Commercial and Governments Entity (CAGE) code and must be registered with the Central Contractor Registration (CCR) in order to receive award. CCR can be obtained at www.ccr.gov.
