- PURPOSE:The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support Marine Corps customers with business analysis and procurement documentation development. The Regional Contracting Office, Northeast (RCO-NCR) is seeking responses from ONLY small business concerns, including 8(a) qualified firms, doing business under NAICS 541618. The RCO-NCR coordinates with a variety of customers as the principal contracting agency for component commands aboard the Quantico installation. Customers typically require assistance executing business strategies based upon sound market research and risk constrained investment, as well as ensuring compliance with acquisition regulations governing the size and type of procurement action. These planning actions support execution of RCO-defined provisions for quality and are intended to serve as a means of improving the consistency of procurement packages, as well as the cycle time for development of the necessary documentation supporting the procurement request. Firms possessing suitable qualifications should submit responses addressing the following core objectives in terms of customer experience and relevant capabilities: a) Ability to develop and apply sound business procurement practices to a variety of contracting scenarios; b) Ability to effectively liaison with government staff and to coordinate customer technical requirements supporting expeditious development of procurement packages; c) Ability to translate abstract requirements into artifacts of business planning, including investment targets, performance metrics, and quality provisions; d) Ability to develop quality procurement documents that reflect customer requirements and priorities; and e)! Ability to present findings and analysis to both senior procurement and technical staff. Responses to this RFI shall not exceed eight (8) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated; (2) Specific customers and descriptions of the referenced instruction provided; (3) Link to the respondent's appropriate GSA 874 MOBIS Schedule, or attached file of same; and (4) Other material relevant to establishing core competencies of the firm. Response is due by Friday, October 30, 2009, 1200 a.m., EST. Please submit e-mail responses to Clark Johnson at e-mail address: clark.johnson@usmc.mil. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation document exists at this time, however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable shall be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such.
