- The Internal Revenue Service intends to issue a purchase order on a sole source basis for the renewal of a subscription service to the Congressional Quarterly Inc., Washington, DC to cover a 1 year period. All responsible sources that can meet the above requirements shall submit written quotations no later than 15 days after the published date of this announcement. No solicitations will be issued; therefore such request for solicitation will be considered non-responsive. All quotes shall include price(s); FOB point; a POC (name and telephone number); GSA number if applicable; business size and payment terms. Quotes will be accepted by facsimile or mail. Quotes over 10 pages in total will not be accepted by facsimile. "Funds are not presently available for this contract action. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment of contract purposes can be made. It is anticipated that once an appropriation is enacted and the budget is received, funds will be provided.
