Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W91215-10-R-0001. The Aviation Integration Directorate has a requirement to study the potential of incorporating the technology gained from DARPA's Sandblaster program and inserting the technology in MH-60 and MH-47 Special Operations rotary wing aircraft using existing aircraft sensors and avionics hardware. The purpose is to evaluate the capability of these existing sensors to support a synthetic flight functionality. It is the Governments intent to award a sole source contract to Honeywell Aerospace Advanced Technology, 9201 San Mateo Boulevard NE, Albuquerque, NM 87113, CAGE 07187, under the authority of 10 U.S.C. 2034 (c) (1) as implemented by FAR 6.302-1(a)(2)(ii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. This functionality allows pilots with a real-time three dimensional display of flight routes, surrounding airspace, approaches and improved or unimproved landing zones in degraded visual environment conditions. The Government does not possess any technical data to provide to support this analysis or to support full and open competition. The Honeywell Sandblaster technologies have already been demonstrated in an Army UH-60 aircraft. Use of another source for purposes of this study would require substantial duplication of cost to the Government. NAICS is 334511, small business size standard is 750. Interested sources may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement will close 15 October 2009.
