Description
NASA Ames Research Center (ARC) has a requirement for Avcoat thermal protectionmaterials and associated engineering services to support the continued development of theCrew Exploration Vehicle (CEV) Thermal Protection System (TPS) heat shield. The heatshield protects the space vehicle and its occupants during re-entry into the Earthsatmosphere.NASA/ARC intends to purchase the Avcoat materials and associated engineering servicesfrom Textron Defense Systems of Wilmington, MA, under the statutory authority of 10 USC2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will SatisfyAgency Requirements. Avcoat is Textrons proprietary material, thus no other contractorcan supply the material and the associated engineering expertise currently required byNASA.In 2006, Textron was one of four companies competitively awarded a Phase 1 contract forinitial testing of their TPS ablative heat shield materials. In 2007, ARC conducted acompetitive procurement (full and open) to select heat shield materials and designs forfurther evaluation and development. ARC awarded contract NNA07BC07C to Textron for Phase2 testing, evaluation, and development of two of its proprietary TPS materials, Avcoatand 3DQP. Avcoats predecessor was the TPS material used on the heat shields of theApollo space vehicles in the 1960s to 1970s and successfully protected those vehiclesduring the intense heat of atmospheric entry and return from the moon.In March 2009,after extensive testing and evaluation of many TPS candidate materials, NASA selectedTextrons Avcoat as the heat shield material for the Orion spacecraft.An Insight/Oversight team, led by NASA Johnson Space Center (JSC), has been establishedto provide guidance and to oversee the continued development of the Avcoat heat shieldfor NASAs Constellation Program Office. ARC is working with JSC on theInsight/Oversight team amongst other NASA centers, and ARC has the responsibility ofprocuring Avcoat materials for any required testing by NASA. Thus, ARC requiresadditional Avcoat material and associated engineering services to conduct further testingand analysis of Avcoat. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 10:00 AM local timeon October 16, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.Information about major upcoming ARC procurement actions is available athttp://ec.msfc.nasa.gov/cgi-bin/eis/admin/admin.cgi?center=ARC An Ombudsman has been appointed.
