Description
The U.S. Department of Commerce, National Oceanic and Information Administration (NOAA) intends to issue a competitive solicitation to provide scientific support services for the National Weather Service (NWS), National Centers for Environmental Prediction (NCEP) /Environmental Modeling Center. Support includes (a) developing and maintaining complex scientific algorithms for numerical forecast systems covering meteorological, oceanographic, air quality and environmental monitoring, ecosystem and hydrological forecast systems, and (b) transition into operations of numerical forecast system upgrades. The "transition-to-operations" of each numerical forecast system upgrade involves both ensuring codes and scripts meet operational standards and testing systems immediately prior to operational implementation. Services will be required in the following areas for numerical model prediction, analysis and data assimilation, and product development: (1) mesoscale weather for North America and sub-regions; (2) global weather; (3) real-time ocean features including waves; (4) climate (out to 1 year); (5) hurricane track, intensity and related storm surge; (6) probabilistic prediction using ensembles; (7) air quality and environmental monitoring; (8) ecosystems; (9) land surface and hydrology; (10) space weather; (11) product and systems development; and (12) support of NCEP's software to the external community. Services will be provided on-site at NCEP's headquarters. The NCEP's headquarters is presently in Camp Springs, Maryland; however, during the contract period of performance, NCEP's headquarters will move to Riverdale, Maryland. The period of performance will be for a base period of one year, which will include a two-month phase-in period and four one-year option periods. A Solicitation, DG133W-10-RQ-0006, will be issued on or about October 29, 2009 and will close on or about December 15, 2009. The solicitation will be made available at http://www.fedbizopps.gov. Paper copies of this solicitation will not be issued and interested parties should use the FedBizopps features which provide a notification when the solicitation becomes available for download as well as postings of information associated with this solicitation, thereafter. All responsible sources may submit a proposal which will be considered by the agency.
