Description
RECOVERY ACT ACTION THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE NATIONAL INSTITUTES OF HEALTH CONTRACT NUMBER HHSN276200900472U, RFQ No. NLM-09-182-SES. In accordance with FAR Part 5.7 Publicizing Requirements under the American Recovery and Reinvestment Act this is a notification of award on competitive, firm-fixed priced, procurement using American Recovery and Reinvestment Act funding. The Office of Extramural Programs, Office of Extramural Research, Office of the Director, National Institutes of Health, obtained support services for translating into Spanish the current NIH "Protecting Human Research Participants" eLearning training Website, and to create a new Spanish-language version of the Website. In addition, the contractor will expand the existing hosting, maintenance and support services currently provided to accommodate increased traffic and client needs for the current English and new Spanish-language courses. This requirement was competed and awarded in accordance with Federal Acquisition Regulations (FAR), Part 8.4 Federal Supply Schedules. Competition was limited to business holders under the GSA Schedule 874-4. Only holders of contracts under this schedule were eligible to compete. It is the intent of the National Institutes of Health (NIH) to award a firm-fixed price task order/delivery order in the amount of $33,558.40 to d'Vinci Interactive, Inc. (DUNS No. 933998254) under order no. HHSN276200900472U. Under the aforementioned order, the period of performance will be from September 22, 2009 - September 21, 2010 with one additional 12-month option period for expanded database hosting, maintenance and support services for the NIH "Protecting Human Research Participants (PHRP) web-based training module. The contractor shall work with professional translators to take content from the existing NIH "Protecting Human Research Participants" training course and translate it into Spanish. The new version shall be "back translated" into English by a second translation team to confirm the accuracy of the translation, and of the website created. The contractor shall create and test the eLearning training website in Spanish, including a student tracking system. This will not include major modifications such as adding new modules or site-wide changes. The contractor shall expand the existing database and existing hosting, maintenance and support services currently provided for the English and new Spanish-language courses. Specifics on the services to be performed and deliverables to be provided can be found below: A. General Requirements The contractor shall provide support services for OEP by translating into Spanish the current NIH "Protecting Human Research Participants" eLearning Website, and creating a new Spanish-language version of the Website. The contractor shall expand the existing hosting, maintenance and support services to accommodate increased traffic and client needs for the current English- and new Spanish-language courses. B. Specific Requirements 1. Translation and Back translation: The contractor shall work with professional translators to take content from the existing NIH Protecting Human Research Participants course and translate it into Spanish. The new version shall be "back translated" into English by a second translation team to confirm the accuracy of the translation, and of the website created (see #2). 2. Website Creation: The contractor shall create and test the eLearning website in Spanish, including a student tracking system. This will not include major modifications such as adding new modules or site-wide changes. OEP staff will review and approve the website. 3. Expanded Hosting, Maintenance and Support: The contractor shall expand existing database and existing hosting, maintenance and support services for the current English- and new Spanish-language courses.
