Description
The purpose of this sources sought notice is to gauge what level of interest there might be in the Architect-Engineering/Surveying community/industry for the scope of work described below. Consequently, the US Army Corps of Engineers is conducting market research to gather information and input regarding strategies from interested parties. This is not a Request for Proposal, a Request for Quotation, an Invitation for Bid, a solicitation, or any indication that the Corps of Engineers will contract for the work contained herein. The Government does not intend to award a contract based solely on the submission of this request nor does it intend to pay for any costs incurred as a result of this announcement. Offerors having the skills, experience, equipment, and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought. The United States Army Corps of Engineers, St. Louis District is looking for Architect-Engineer/Surveying firms that are certified small business approved under NAICS Code 541370. The work will consist of performing field and hydrographic surveys with differential global positioning systems (DGPS) for the St. Louis District. Specific tasks may include hydrographic surveys, topographic surveys, dredge material measurement and payment surveys, construction layout surveys, geodetic control (horizontal and vertical) surveys, GPS/DGPS surveys, river/harbor project clearance, underwater hazard detection, aerial photo control surveys, field data processing and survey adjustments, location surveys, planimetric surveys, and cadastral surveys. Hydrographic surveys shall use totally automated systems with the capability of position by use of DGPS. The contractor must have a back-up positioning system in the event that satellite transmission for DGPS positioning is interrupted or not available. Firms will be required to demonstrate that they presently have, or the capability to readily obtain through purchase or lease, a DGPS equipped automated hydrographic survey vessel with an environmentally controlled cabin, 19-30 foot in length, capable of being trailered to and operated in U.S. inland and potentially coastal navigation projects for the automated acoustic surveys. Firms will be required to demonstrate competence and qualifications and a full range of capability for these types of services. Place of performance will be primarily within St. Louis District and firms may be required to mobilize within 24 hours. The Government may, at its discretion, award work in other geographical boundaries within the continental United States. Work may be performed to support other Federal agencies This announcement constitutes a sources sought/market research synopsis and will close on October 15, 2009.
