Description
The contractor will conduct a studies and analyses based investigation of new approaches to biological warfare in which influence is exerted on a target population through the use of sophisticated agents that cause sub-acute, slow-progressing, and difficult-to-detect effects. Its purpose is to explore potential technologies involved in, and potential scenarios for, these approaches to biotechnological warfare, and to provide insight into the key challenges they would pose for the United States. In support of this study, the contractor will employ a team of experts who possess specific technical skills and knowledge in the areas of performance biotechnologies, the biological sciences, and concepts of biological warfare, along with the requisite analytic expertise and experience. Under this fixed price contract the contractor will explore “aspects of the future security environment…that may affect the shape and character of geostrategic competition,” namely, the growing collection of emerging technologies, research, and applications for modifying human behavior in ways that have military significance or implications for the U.S. defense enterprise.
