- Description
- The American Recovery and Reinvestment Act (ARRA) of 2009, P.L. 111-5 supports efforts to address economic recovery issues at the community level. The objectives are being carried out through two new grant programs, authorized by Title VIII of the ARRA and administered by the Office of Community Services (OCS), within the Administration for Children and Families (ACF), Department of Health and Human Services. The grant programs are the Strengthening Communities Fund (SCF) Nonprofit Capacity Building Program and the Strengthening Communities Fund State, Local, and Tribal Government Capacity Building Program. The SCF Nonprofit Capacity Building Program will fund up to 34 cooperative agreements designed to provide nonprofit organizations with knowledge, skills and resources needed to improve, enhance and expand services which help low-income individuals secure and retain employment, earn higher wages, obtain better-quality jobs, and gain greater access to state and Federal benefits and tax credits. Individual awards of up to $1 million dollars, for a 2-year project period, will allow experienced lead organizations to provide training, technical assistance, and competitive financial assistance to nonprofits in order to increase their sustainability and effectiveness, enhance their ability to provide social services, and create collaborations that address community economic recovery issues. Lead organizations will assist nonprofit project partners to build capacity in 5 critical areas: 1) organizational development, 2) program development, 3) collaboration and community engagement, 4) leadership development, and 5) evaluation of effectiveness.
