Description
This contract action was not awarded as a fixed price type because it was not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. As such, a time-and-materials type action was awarded for non-commercial supplies and services (FAR 16.601(c)). The Biometrics Operations and Support Services Restricted acquisition was conducted by the Information Technology, E-commerce and Commercial Contracting Center (ITEC4) for the Biometrics Task Force (BTF), the Executive Manager (EM) for DoD Biometrics with awards being made on 25 September 2009. The BOSS-R acquisition establishes a suite of Indefinite Delivery/Indefinite-Quantity (ID/IQ) contracts for biometrics support services that will enable BTF business and program units to accomplish their mission objectives. The contracts being awarded are designed to offer a broad range of services, solutions and task order types to fulfill the majority of component and departmental biometrics services needs. The Performance Work Statement (PWS) is comprised of three comprehensive functional service categories: Management Support Services; Independent Test, Validation, Verification, and Evaluation; and Technology Management. Specific requirements will be further identified and defined at the task order level. This procurement was performed pursuant to FAR Part 15 Contracting by Negotiation and employed the use of an advisory multi-step (AMS) process in accordance with FAR 15.202. An AMS request for corporate qualifications was posted on May 23, 2008, with submissions due on June 6, 2008. Thirty-nine (39) companies responded with corporate qualification submissions. The Government evaluated the thirty-nine (39) submissions and determined that nine (9) of the respondents were considered viable. Notices of viability and non-viability were issued June 27, 2008 to all AMS respondents. The Request for Proposal (RFP) W91QUZ-08-R-0033 was issued on July 18, 2008, soliciting offers for BOSS-R contracts. There were three amendments issued to the RFP. Fifteen proposals were received by the proposal due date of August 22, 2008. Evaluations were conducted in accordance with section M of the RFP using the formal source selection process. After considering findings from the Source Selection Evaluation Board and consulting with the Source Selection Advisory Council, the Source Selection Authority determined that it was in the best interest to the government to award contracts to the following contractors: Tygart Technology; International Biometric Group; Ian, Evan & Alexander Corporation; Integral Consulting Services Incorporated; DIGNOS, and Strategic Operational Solutions Incorporated. The contracts awarded are for a three year base period and two one year option periods Each Contractor is guaranteed a total minimum of $3000. The minimums are to be obligated during the base period. The maximum cumulative dollar ceiling value of all contracts in this multiple award procurement is established at $124 million. Future Task Order award will be conducted under Fair Opportunity to Compete provisions as required by FAR Part 16.505.
