- Description
- The Bureau of Reclamation, Pacific Northwest Regional Office, has a requirement for technical writing services to update the existing Standing Operating Procedures (SOP) for the Left Powerhouse (LPH), the Pumping Generator Plant (P/G P), the Right Powerhouse (RPH), the Third Powerhouse (TPH), the Switchyards, the Grand Coulee Dam, and the Industrial Area for the Grand Coulee Power Office, Grand Coulee, WA. The applicable North American Industry Classification System (NAICS) is 561410, document preparation services, the small business size standard is $7.0 million. The purpose of this requirement is to provide required revision to the existing Standing Operating Procedure (SOP) documents. Accurate, up-to-date SOP's are required for the safe and reliable operation of the Dam and all related facilities at the Grand Coulee Power Office. The Contractor will supply the staff and technical services necessary to research and update the SOPs for the GCPO LPH, P/G Plant, RPH, TPH, Switchyards, Industrial Area, and Grand Coulee Dam to coordinate the review and verification process with the designated Reclamation staff, and provide GCPO with the updated electronic SOP documents.Reclamation intends to award one fixed-price contract. These services will be purchased in accordance with FAR Part 15. Any award will be based on the best value to the Government. This requirement is SET-ASIDE for small business. We will evaluate proposals based on evaluation factors listed in the solicitation. An electronic copy of the solicitation will be available APPROXIMATELY October 16, 2009 at www.fedbizopps.gov.
