Description
Women’s Health Initiative Field Centers Extension The National Heart, Lung, and Blood Institute intends to negotiate, using a limited competition method, among the 40 active Women’s Health Initiative (WHI) Field Center contracts identified herein. This acquisition is being made in accordance with the authorities set forth under 41 U.S.C. 253(c)(1) and as set forth in FAR 6.302-1. This effort will be a five-year continuation of the work statements within these contracts. Essentially, the 40 field centers will transition into fewer, regional field centers. The limited competition will result in the extension of 4 to 6 of the 40 contracts, effective on or about September 30, 2010. The restructuring of the WHI field centers into a smaller number of regional field centers will include funding for coordinating regional activities including, documentation of clinical outcomes, engaging investigators inside and outside current centers to propose analyses and ancillary studies, to perform distributed data analyses, and to train new investigators. Having a limited number of regional field centers will streamline study management and will facilitate ancillary studies within the region, and across regions, compared to having 40 field centers. These contractors have been involved in recruitment, examination, and follow-up of participants in a clinical trial and observational study of 161,808 women across the United States. The incumbent contractors have the unique capability to provide the required services to the NHLBI for the continuation of this study. Inherent duplication of cost to the Government, and unacceptable delays in completing the project, make full competition unfeasible for this study. The objectives of this study are to investigate factors leading to increased risk of cardiovascular disease in older women of diverse race and ethnicity, especially coronary heart disease, stroke, heart failure, atrial fibrillation and venous thromboembolism. The contractors will be required to perform an extensive comparison of the ongoing study, follow-up for morbidity and mortality, and to perform comprehensive laboratory and statistical activities, data analyses, and scientific publication efforts utilizing the collected WHI data. At this time, it is expected that the existing WHI Coordinating Center’s responsibilities will continue during the follow up phase and include, but are not limited to, data management and analysis activities including the documentation and maintenance of appropriate confidentiality and security of files for the study and sub-studies; lead the development of the protocol and manuals of procedures development; continue to support a morbidity/mortality monitoring and adjudication system; maintain quality control and monitoring of the performance status of the field centers; maintain the biological specimen laboratory; solicit and monitor laboratories; coordinate, arrange, participate in, and provide any information necessary for regular Steering Committee, Observations Study Monitoring Board, training and other necessary study meetings; and provide technical reports as required by the Government. We anticipate several subcontracting opportunities during the conduct of these efforts. As an example, laboratory studies may be subcontracted by the 4 to 6 prime contractor institutions. This notice of intent will close within 15 calendar days of posting. This is not a request for proposals, and does not commit the Government to award a contract. Institutions that believe they have the capability to perform the required research efforts on the same study participants may submit a written description of their capabilities. Responses must contain sufficient detail to allow the NHLBI to assess these capabilities. Responses shall not exceed 24 single-sided or 12 two-sided typed pages.
