- Under the authority of FAR 6.302-1, the U.S. Army Research, Development and Engineering (RDEC) Acquisition Center, Natick Contracting Division (NDC), Kansas Street, Natick, MA on behalf of the U. S. Army Natick Soldier Research, Development and Engineering Center, Natick, MA intends to negotiate and award a Contract on a sole source basis with Empiristat, Inc 13694 Sam Hill Dr. Mount Airy, MD 21771. This will be a negotiated modification to Contract W911QY-09-C-0104 to act as a bridge buy until a CRO is identified through a new full and open solicitation. The current campaigns of Operation Enduring Freedom/Operation Iraqi Freedom (OEF/OIF) are generating soldier casualties, including injuries such as Traumatic Brain Injury (TBI). OASD for Health Affairs needs a treatment for soldier returning from the Middle East campaigns suffering from TBI such that they can assist the wounded warrior in reclaiming their independence in daily living tasks. Hyperbaric oxygenation therapy is an alternative medical treatment but such treatment must first go through the clinical trials process. As part of this process, a CRO is needed. However, the CRO contract is still in the acquisition process for full and open competition. In the mean, pre-CRO tasks can be performed by the CRAM, which is currently on contract, until such time the CRO contract becomes available. The CRAM contractor is knowledgeable of CRO operations and was contracted to provide oversight and guidance in support of the CRO contractor. So the CRAM contractor has unique qualifications for fulfilling the immediate requirement and was selected via a competitive best-value process. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 5 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to 2 pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with awarding a firm fixed price purchase order to Empiristat. Nothing herein should be misconstrued as a request for proposal.
