- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WILL BE AVAILABLE ONLY TO Lockheed Martin Management Systems Designers, Inc. (LMSD) for reasons as described below. The IRS Joint Operations Center (JOC) provides service, support and technology to IRS operating divisions and functional organizations relative to all telephone, correspondence, and electronic taxpayer inquiries. A previously competed cost-plus-fixed-fee task order was awarded to LMSD for JOC support relative to the management and routing of 120,000,000+ taxpayer calls annually. The entire task order was originally funded with other than American Recovery and Reinvestment Act (ARRA) funds. The task order was placed prior to the execution of ARRA when no additional approvals were required. Subsequent to the execution of ARRA, the funding for the task order will be incrementally increased to include ARRA funds associated with call routing changes necessary to support ARRA-related taxpayer inquiries. A modification will be issued to the task order to realign an original ARRA-related work request to a separate contract line item (CLIN) for ARRA-specific work, to fund the CLIN with ARRA funds and to include the required ARRA clauses. This action represents an increase in funding against which previously completed ARRA work will be charged. The ARRA work was ordered against the existing task order since the work was consistent with scope and intent of the task order; i.e., to provide comprehensive, integrated support relative to the management and routing of taxpayer calls. ARRA funds had not been apportioned to the program at the execution of the task order award; therefore, the ARRA work was initially performed using other than ARRA funding.
