Field Aviation/Security Specialist (PSC), Peru ISSUANCE DATE: 09/30/2009 CLOSING DATE: 10/14/2009 SOLICITATION NUMBER: PSC-09-066-INL Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. Any questions may be directed to Margaret A. PERIOD OF PERFORMANCE: One year from the date of award 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below US Personal Services Contract American Embassy Lima, Peru Narcotics Affairs Section Senior Police Advisor STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE The purpose of this professional services contract position is to assist the Narcotics Affairs Section (NAS) at the American Embassy in Lima, Peru and forward operations sites in the implementation of approved projects. STATEMENT OF WORK Specific program management responsibilities include: 1.Coordinate and monitor all NAS and INL sponsored/directed activities in support of Peruvian counter narcotics operations. May serve as the Embassy Field Coordinator in Pucallpa and other forward operating sites east of the Andes, and for oversight and supervision of counter narcotics activities. 2.Advise the NAS Director and staff on specific matters related to the security of human and material resources at all operational sites. Coordinate with other embassy elements and host country agencies to assess the threat level at the operational sites to determine and implement appropriate security measures. 3.Situation dependent with the Embassy Field Coordinator will coordinate with the Regional Security Office (RSO)/Narcotics Affairs Section Director on decisions regarding the safety and security of U.S. Government personnel and property, including the authority for use of force for protection of U.S. Government personnel and assets. 4.In consultation with the RSO, prepare and update as may be required, security instructions, operations plans and procedures, and site emergency plans, and ensures that all official personnel in the area of responsibility are made aware of such instructions, plans and procedures. 5.Train American and Peruvian Counterparts in the following techniques/tactics (but not limited to): paramedic, pathfinder, air mobile operations, fast rope, STABO, emergency extraction, water safety/survival, drown-proofing, rescuer swimmer, boat handling, helicopter gunnery, and survival-escape-resistance-evasion (SERE). 6.Set up base camps used for eradication campaigns, including infrastructure for security, communications, field sanitation/hygiene and rations. 7.Set up and run weapons qualification courses and ranges for M4 carbine, 9mm and 357 revolvers. 8.Be responsible for and document, using hand receipts, all Department of State firearms and ammunition. Conduct training according to the Department of Diplomatic Security firearms course and properly comply with all documentation requirements. Maintain custody of firearms and issue firearms to personnel under circumstances consistent with Bureau of Diplomatic Security regulations and the mission firearms policy as established by the Chief of Mission. 9.Prepare and maintain at all times a current status of all official U.S. Mission personnel in the EFC’s operational area of responsibility, including their location if present overnight. 10.Ensure that the RSO is kept informed of any information that has developed on the region, which may impact on the safety or security of U.S. Government personnel or assets. This responsibility will include assistance and direct input into the quarterly RSO threat assessments and surveys as may be required by the RSO. 11.Ensure that USG provided commodities are effectively utilized and that there is no fraud, waste or mismanagement in the program through continuous over site and end-use monitoring at the operation sites. 12.Monitor actions related to the development, operation and maintenance of facilities or sites designated by NAS and INL, including temporary eradication camps. 13.Assist in the provision of NAS/INL approved support to projects in the operational areas. 14.Coordinate with American Embassy and other U.S. and host country agencies to identify logistical support requirements. Provide required support as established by policy or guidance from the NAS Director and staff. LEVEL OF EFFORT The level of effort required over the period of this one-year contract is 100%. The position is full-time, with a minimum of 40 hours per week. KNOWLEDGE AND SKILLS REQUIRED Minimum requirements are as follows: 1.U.S. Citizen, subject to State Department security clearance. 2.High school graduate or equivalent, with minimum of eight years experience in military special operations and experience in counter narcotics programs and training. 3.Three years of Latin American experience, which includes security of aircraft, security of American personnel including training of personnel in firearm use, and protection of installations. Applicant should have experience in coordinating with host country military officials, police and civilians, and have personnel management experience. Should be familiar with U.S. and Latin American counter narcotics operations. 4.Experience and knowledge in training subjects related to emergency field medical treatments, pathfinder techniques, air mobile operations, fast rope, STABO or emergency extraction techniques, helicopter gunnery, M4m 9mm and 357 qualification, water survival, swimming boat handling safety, field sanitation and hygiene and SERE. 5.Ability to write and communicate effectively. 6.Ability to set up and operate HF communications systems. 7.Ability to type and perform basic computer skills for use with information technology and management systems. Computer skills include word-processing, spreadsheet, and e-mail applications. 8.Spanish language ability at the Foreign Service Institute level R2+/S2+ is required. 9.Physically able to live in Peru and engage in frequent in-country travel to remote and primitive locations. 10.Must be in good physical health and condition for walking, crawling, and climbing in a jungle environment. 11.Must be able to live in a jungle environment, tolerate discomfort from insect bites, and endure hot and humid conditions. 12.Eyesight must be correctable to 20/20, able to distinguish colors and three-dimensional depth. EVALUATION FACTORS FACTOR 1. Ability to direct and plan aviation and field operations locations and provide oversight and supervision of counter narcotics activities. Ability to coordinate activities with other entities and agencies (U.S. and Government of Peru (GOP)) and assess potential threat levels at operational sites and determine and implement appropriate security measures. (20%) FACTOR 2. Experience and knowledge in training in following subjects, but not limited to paramedic, pathfinder techniques, air mobile operations, fast rope, STABO, or emergency extraction techniques, helicopter gunnery. Set up and run a range for qualifications course M4 carbine, 9mm pistol and 357 revolvers. Water survival and safety swimmer/boat handling courses, field sanitation/hygiene, setting up and operating communications systems. (20%) FACTOR 3. Education level and years of special operations experience, computer skills in Excel and Word. (20%) FACTOR 4. Ability to monitor actions related to the development, operation and maintenance of facilities or sites designated by NAS and INL, including temporary eradication sites. Ability to monitor and insure that commodities are effectively utilized and that there is no fraud, waste or mismanagement in the program through continuous oversight and end use monitoring. (20%) FACTOR 5. Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references, or other sources). (20%) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
