Description
RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: Research work for the Plasma Science Centers to perform plasma science research in areas of wide scope and complexity such as plasma turbulence, plasma computational algorithms and non-linear plasma physics. The majority of the funding will be used to pay the salaries of teams of scientists at the Centers with some funding used to purchase research equipment. The action is other than fixed price because work is assigned to the contractor (Sandia Corporation) through the issuance of Work Authorizations is pursuant to the terms and conditions of the prime management and operating contract, which was awarded as a cost reimbursement type contract due to technical and cost uncertainties in contract performance. Costs cannot be estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and extent of the scientific work is uncertain. Sandia was selected by DOE to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter and the prime contract statement of work, paragraph 3.5, Computing, Modeling and Simulation that allows for this type of work. The use of a separate fixed price award to Sandia Corporation for the WA is inappropriate because this is issued under an existing cost reimbursable contract. NOTE: This action is awarded Modification no. A348 that recognizes Work Authorization no. FB- AT/NS08/9/ARRA-2 issued under Management and Operating Contract number DE-AC04-94AL85000.
