- The Air Armament Center, 808th Armament Systems Group, 685th Armament Systems Squadron is contemplating a sole source award to CSC, 780 S.W. Long Lake Ct, Palm City, FL, 34990. It is intended that the award be made to support on-going Network Enabled Weapons (NEW) program in Combat Net Radio (CNR) and is anticipated to be awarded in October 2009. The contractor shall advise the USAF NEW community as a subject matter expert in CNR. Contractor shall provide technical briefings at NEW meetings as required, shall meet with USAF representatives for technical discussions regarding NEW requirements for CNR and shall advise the NEW community both formally (face to face briefings/discussions) and informally via phone and email. The contractor shall prepare and submit technical documentation as required by the USAF POCs that completely and accurately describe the implementation of NEW end items (e.g., hardware/software/system configurations). The type of technical documentation required and the schedule for delivery will be IAW the CDRLs. It is anticipated that all technical publications will be delivered in incremental stages with drafts provided to the USAF personnel for their review and comment. CSC has the expertise required for this program and is the only company with the necessary technical and operational experiences with the CNR standards, automation of the network, near real time operations and the CNR timing Parameters. CSC personnel have also been the primary drivers with respect to the Interface Control Documentations (ICDs) that define actual implementations that follow the CNR standards. They have also been the sole source in producing the variations within the standards that are specifically needed for the NEW networks. A firm fixed price type purchase order is being considered. It is determined that the purchase order will have a period of performance of 12 months and the level of effort is ¼ man year plus travel and meetings. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested sources shall specify in its response whether it is a large business, small business, small disadvantaged business, women-owned small business, HUB Zone small business, veteran-owned small business or service-disabled veteran-owned small business. Respondents shall specify whether they are a U.S. or foreign-owned firm. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. The AAC Ombudsman is Col Arnold W.
