Description
NASA/KSC is releasing a Draft Request for Proposal (DRFP) for the EngineeringServices Contract (ESC). Previous releases regarding the ESC were a Sources SoughtNotice RFI09AD01 and a Draft Performance Work Statement NNK09294259L. The ESC contractprovides Engineering Development of Ground Systems and Equipment; Flight SystemsEngineering; Laboratories and Developmental Shops Operations and Maintenance; OperationsTechnology Development; and Technical Services. The majority of ESCsInstitutionally-provided support will be to the Constellation Program (CxP) andConstellation Space Transportation Program (CSTP). In addition, ESC will support SpaceShuttle Transition & Retirement, Launch Services Program (LSP), Exploration TechnologyDevelopment Program (ETDP), Center Management & Operations (CMO), the Office of the ChiefEngineer (OCE), and future programs that may be introduced. This procurement is a full and open competition.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 541330 and $27M, respectively. An ombudsman has been appointed See NASA Specific Note B.Potential offerors are invited to submit questions/comments regarding all aspects of theDRFP, including the requirements, schedules, proposal instructions, and evaluationapproaches. All questions and comments must be submitted in writing via email to theContracting Officer and the offerors are encouraged to utilize the DRFP Questions andComments Form posted on the ESC website. All questions/comments should referenceapplicable sections and paragraph numbers. Questions/comments can be submitted incrementally and shall be submitted in MicrosoftOffice 2007 compatible electronic format. Potential offerors are also encouraged toidentify any areas in the DRFP that are confusing or not clear, and may warrantadditional information or clarification in the final RFP. All questions/comments andofferors intent to submit a proposal must be submitted to the Contracting Officer nolater than October 26, 2009 at 10:00 AM Eastern Time to ensure consideration by theGovernment. Offerors should note that questions and the corresponding answers will beposted on this web site with a notice posted on the ESC website athttp://esc.ksc.nasa.gov. Answers to questions submitted incrementally may be releasedincrementally on the ESC website.Prospective offerors shall notify the Contracting Officer of the offerors intent tosubmit a proposal. It is the offerors responsibility to monitor the Internet site forthe release of the final RFP and amendments (if any). Potential offerors are responsiblefor downloading the solicitation and any amendments. Any referenced notes may be viewedat the URL identified below. The draft solicitation and any documents related to this procurement will be availableover the Internet. These documents will reside on a World-Wide Web (WWW) server, whichmay be accessed using a WWW browser application. The Internet site, or Uniform ResourceLocator (URL) for the NASA/KSC Business Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=76 A Pre-Solicitation Conference, Cost Sheet Workshop, and Site Tour of the Laboratories andDevelopmental Shops is planned to be held Thursday and Friday, October 15-16, 2009. Registration forms and further information is available on the ESC website. Registrationis limited to 4 attendees per interested offeror. The Laboratories and DevelopmentalShops Tour is limited to 2 attendees per offeror and the Cost Sheets Workshop is alsolimited to 2 attendees per offeror. The Registration Form (one per company) must bereceived no later than 5:00 p.m. EDT on Friday, October 9, 2009. Please note on theRegistration Form any requirements for special transportation accommodations such aswheelchairs. Still cameras are allowed and are planned to be permitted in all tourareas.All tour attendees must be attired in closed-toe/closed-heel/flat shoes, longpants, and long or short sleeve shirts (no sleeveless shirts).All attendees must beU.S. Citizens.Submit Registration Forms to the Contracting Officer, Mary Kiss, viaemail at, Mary.Kiss-2@nasa.gov. Presentation charts and the list of attendees will be promptly posted on the ESC websiteat http://esc.ksc.nasa.gov.
