Description
This is an Unrestricted Best Value Source Selection solicitation for the Design/Build Steam Plant Area Decentralization, Naval Station Norfolk, Norfolk, VA. The contractor will provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation required to perform the work described in the specifications. The purpose of this contract is to reduce energy consumption while improving infrastructure. The project consists of Energy Conversation Measures for lighting, water, retro commissioning, IR heat and mechanical retrofits, to include removing two hangars from the central steam system. Project will convert steam to natural gas, water conservation measures, and lighting retrofits. Steam to natural gas conversion will occur in the SP area and other mechanical work in the V area. Water conservation measures and lighting retrofits will occur in the SP, CEP, V area but not limited to those areas. The drawings and specifications for this project are posted with the pre-solicitation notice for review and comments from interested parties. Due to the file size, the ECM Feasibility Study Detailed Building Breakdown and the Naval Base Installation Appearance Plan in Part 6 will be available on compact disk only, and may be picked-up at the Hampton Roads IPT AQ Office, 9324 Virginia Avenue, Building Z-140, Room 117, Norfolk, VA 23511. Please advise via email if you will be picking up the disk or if you would like the disk mailed to your office at the contractor's expense. Please provide notification as soon as possible. These disks are only available to prime contractors. Disks will not be issued to subcontractors. The Government will be accepting comments regarding the pre-solicitation notice, drawings and specifications for 10 calendar days. All comments shall be submitted to Crystal Hux at crystal.r.hux@navy.mil no later than 09 October 2009 at 2:00 p.m. EST. The Request for Proposal (RFP) will be issued on or about 15 October 2009. The solicitation will be listed as N40085-09-R-5083 on the Navy Electronic Commerce Online website (NECO) at: https://www.neco.navy.mil/index.aspx. A Vendor User Guide is available for download at the site, as well as the NECO Help Desk contact phone number for any issues/questions related to the website.
